Job Description:
BACKGROUND
The California Coastal Conservancy, established in 1976, is a state agency that uses entrepreneurial techniques to purchase, protect, restore, and enhance coastal resources, and to provide access to the shore. We work in partnership with local governments, other public agencies, nonprofit organizations, and private landowners.

To date, the Conservancy has undertaken more than 1,800 projects along the 1,100 mile California coastline and around San Francisco Bay. These projects often accomplish more than one Conservancy goal. Through such projects, the Conservancy:

Protects and improves the quality of coastal wetlands, streams, watersheds, and near-shore ocean waters.

Helps people get to the coast and bay shores by building trails and stairways and by acquiring land and easements.

Assists in the creation of low-cost accommodations along the coast, including campgrounds and hostels.

Works with local communities to revitalize urban waterfronts.

Helps to solve complex land-use problems.

Purchases and holds environmentally valuable coastal and bay lands.

Protects agricultural lands and supports coastal agriculture.

Accepts donations and dedications of land and easements for public access, wildlife habitat, agriculture, and open space.

Since 1976, the Conservancy has put more than $1.5 billion to work for the coast and the people of California.


DUTIES
Solicit and review grant applications, write and present staff recommendations for Conservancy Board consideration of projects, negotiate grant agreements in cooperation with Conservancy legal staff, ensuring that all conditions of the grant agreement are met, and review invoices.

Write requests for consultant services, interview and select consultants, negotiate contracts, workplans and budgets, manage the work of consultants to ensure deliverables are satisfactory, and review invoices.

Research and prepare written summaries of conservation issues relevant to the Conservancy’s work.

Monitor completed projects to ensure that they continue to provide the intended benefit.

Work within a regional team to develop regional priorities.

Work with partner agencies and organizations to identify and develop Conservancy projects.

Represent the Conservancy at public meetings.

Review California Environmental Quality Act documents related to Conservancy projects.


DESIRABLE QUALIFICATIONS
Experience managing land or water conservation projects or public access projects.

Willing to travel multiple times each month, to locations along the California coast and in the San Francisco Bay Area, sometimes staying overnight.

Ability to communicate effectively orally and in writing.

Able to work in rural and urban settings.

Able to work around water.

Able to ambulate on uneven and slippery surfaces.

Ability to work effectively with others as part of a team.

Able to manage budget and invoice details in a timely fashion.


WHO MAY APPLY
Applicants who meet the Conservancy Project Development Analyst I Minimum Qualifications may apply:

EITHER I

One year in the California state service in planning, project development, and property acquisition at a level of responsibility equivalent to that obtained in the class of Staff Services Analyst (General).

OR II

Experience: Two years of experience in land use planning, land development, architecture, property acquisition and management, environmental research, environmental education, natural resource management, resource restoration, or a closely related field. (A master's degree, doctorate degree, or membership in The California State Bar may be substituted for one year of the required experience. The above-mentioned degrees must be in either Public Administration, Business Administration, Environmental Science, Environmental Planning, City or Regional Planning, Natural Resource Management, Architecture, Economics, Geography, Biology, Earth Science, Civil Engineering, or a closely related field. Only one substitution may be applied.)

Education: Equivalent to graduation from college. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.)


HOW TO APPLY
STEP 1
No later than March 16, 2015, take the Associate Governmental Program Analyst (AGPA) online exam at the California Department of Human Resources website, https://jobs.ca.gov/

The AGPA list will serve as the appropriate list to hire into the Conservancy Project Development Analyst I classification. Applicants must ensure that they meet the AGPA Minimum Qualifications, as described in the exam bulletin, before taking the exam.

Please print the examination score page upon completion of the exam.

STEP 2
Develop a Statement of Qualification (SOQ) to answer the following six questions. The SOQ must be no more than two pages, with Arial font at least size 10, and at least one-half inch margins.

Describe your experience:
1. Conducting analyses of technical data, summarizing the findings, and developing written recommendations about a natural resources conservation or public access issue.

2. Developing the scope of work, including the schedule and budget, for a natural resources conservation or public access project with multiple tasks.

3. Analyzing the impacts of climate change on coastal resources and possible adaptation responses to mitigate those impacts.

4. Analyzing environmental impacts of a land use project pursuant to the California Environmental Quality Act.

5. Writing grant applications to federal, state and local grant programs or private foundations.

6. Negotiating and completing real estate transactions.
