Duties:

Supervises and participates in a variety of major community planning projects, or assumes project responsibility for a major community planning study or project; and performs other related duties as required.

Immediate vacancy is with the Culture Resource Commission and will be responsible for the review of development applications for areas that involve cultural or historical inventories or that are part of a conservation area. Must be able to travel islandwide and attend occasional evening meetings.

Examples of Duties:

Supervises and participates in the preparation of planning goals, objectives, policies, and standards.
Supervises, researches, and participates in the preparation of background reports, recommendations, drafts ordinances or rules for various special projects, permit applications, general plan, community development plans, functional plans, CIP program, zoning, or inquiries using applicable codes, rules, opinions, laws, and background files, or by consulting other agencies, conducting field investigations, and using other appropriate sources or methods.
Supervises and participates in the preparation of maps, charts, preliminary designs and layouts.
Analyzes and evaluates development plans, projects, studies, and proposals presented by public agencies and private developers dealing with land requirements for residential, resort, commercial, industrial, public facilities, and other uses.
Performs related research studies such as social and economic conditions, population density, transportation facilities, and land utilization.
Manages the work of consultants; oversees the quality of work, completion schedule, budget, and other aspects of the project.
Keeps superiors informed of status and progress of projects.
Assigns and reviews work of subordinates participating in projects and/or studies; provides training on procedures, techniques, and methods; provides advice on difficult or potential problem areas; reviews completed work for accuracy.
Prepares work performance evaluations; provides training as necessary; approves leave requests; recommends personnel actions including promotions, transfers, disciplinary actions, etc.
Coordinates work with the other divisions in the department.
May process and investigate zoning violation cases.
Conducts or facilitates meetings with community groups, other governmental agencies, individuals, and others regarding planning; prepares informational materials and follows up on inquiries.
Enforces and complies with all Federal, State, and County laws, regulations, and policies relating to occupational safety and health and the environment.
Performs other related duties as assigned.

Minimum Qualification Requirements:

Training and Experience: A combination of education and experience substantially equivalent to:

graduation from an accredited college or university with bachelor’s degree in urban planning, geography, architecture, engineering, economics, sociology, political science, public administration, or a related field, and
five (5) years of work experience in community planning, environmental planning, architecture, engineering, socio-economic research, or related community planning activities, and
a valid State of Hawai`i driver license (Class 3) or any other valid comparable driver license. (You will be required to submit a valid driver's license at time of the job interview.) This license requirement may be waived for qualified individuals with disabilities who are able to perform the essential duties of the position with or without reasonable accommodation.

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points.

Knowledge of: the principles, practices, purposes, scope, and techniques of urban planning; trends in Federal, State, and local planning; research methods and statistical procedures; general research sources and sources of socio-economic, environmental, and land use information; laws and ordinances relating to planning, zoning, land subdivision, and redevelopment; principles and practices of supervision; public relations; public speaking; report writing; personal computer operation and various software applications.

Ability to: plan, assign, supervise, and review the work of subordinates; understand and apply planning concepts and methods; collect, compile, correlate, and analyze facts and make sound decisions and recommendations; speak and write effectively; plan, organize, direct, coordinate, and conduct community planning
studies and projects; conduct investigations and meetings with property owners; deal effectively, conduct/facilitate training/meetings with community groups, governmental agencies, and individuals around the Island of Hawai`i, and establish an effective working relationship with other employees, officials of government, private organizations, and the public.
