The City of Berkeley has an immediate opening for a Land Use Planning Manager to manage the Land Use Planning Division with a staff of 15.7 FTE. This division is responsible for developing and implementing land use policy for the City of Berkeley. The Policy Group prepares area plans, such as the Downtown Area Plan and the Southside Plan, and develops amendments to existing area plans, the Zoning Ordinance, and the General Plan. Current Planning processes land use development applications to ensure conformance with the Zoning Ordinance and the General Plan, and conducts environmental review of proposed development projects in conformance with the California Environmental Quality Act (CEQA). The Division provides staff support to the Planning Commission, Zoning Adjustments Board, Landmarks Preservation Commission, Design Review Committee, and Medical Cannabis Commission.

This position is an integral member of the Leadership Team of the Planning Department reporting directly to the Director of Planning. This position is responsible for planning, organizing and directing the activities and programs for current and long range planning; Also, the manager is responsible for recommending policy, developing goals and objectives, supervising staff, planning, developing and administering the division budget, and directing day-to-day operations. The Land Use Planning Manager may serve in the absence of the Director and Deputy Director of Planning and Development.

Key Responsibilities:
Encourages staff development and professional growth;
Monitors and reviews operations and employee performance for overall effectiveness, efficiency, quality of work product, and compliance with goals and objectives, deadlines, standards, policies and applicable laws; selects and evaluates staff and takes or recommends disciplinary action, as necessary;
Reviews, analyzes and develops projects and determines project priorities and scheduling; estimates personnel, resources and time required for project completion; researches and recommends changes in procedures and processes to improve land use planning and administration; integrates the use of GIS systems into the regular planning and development review activities of staff.
