The City of Providence seeks a highly-motivated planner to join the Department of Planning and Development as a Planner or Principal Planner.

Summary
Under general supervision of the Deputy Director of Planning and Development or his/her Designee, the Principal Planner performs responsible administrative, technical planning, and urban redevelopment work of a complex and professional nature in assisting the Deputy Director for Planning and the Associate Director of Special Projects in the conduct of the department work program in all its phases; and related work as required. Work assignments are received from a superior and are usually general in nature and afford a certain amount of latitude in the exercise of independent judgment in planning work details and assigning work to subordinates. Work elements include writing, public speaking, and the use of various types of computer software and programs including word processing, spreadsheets, databases, presentation, mapping, and graphic design. Work is reviewed in its broader aspects for compliance with the standards and principles of community planning.


Duties and Responsibilities

1. Undertakes planning projects from inception through completion.

2. Participates in the organization and development of the planning and urban redevelopment program.

3 Supervises and coordinates various staff activities of the Department in the completion of assigned projects with special emphasis on urban design or research and analysis.

4. Assigns work and supervises staff planners, consultants, and support staff in the compilation and interpretation of physical, social, and economic data used in the analysis of planning and urban redevelopment problems and in the design of the solutions to these problems.

5. Prepares written and graphic reports using compute1ized word processing, desktop publishing, presentation, mapping, spreadsheet, database software, and other software devices.

6. Staffs and delivers presentations to City boards, Presents to technical and neighborhood groups on planning and redevelopment matters.

7. Acts as technical advisor to the staff on planning-related issues and urban redevelopment studies.

8. Assists in the evaluation of data affecting location and design of projects.

9. Represents the Department at conferences and work related meetings as required.

10. Performs other related duties as required.


Minimum Qualifications

1. Principal Planner: Master's degree in planning from a college or university accredited by the American Planning Association and three (3) years experience in planning, or a Bachelor’s degree in Planning, , Urban Design, Urban Affairs, or related field with five (5) years experience in planning. Planner: Master's degree in planning from a college or university accredited by the American Planning Association, or a Bachelor’s degree in Planning, Urban Design, Urban Affairs, or related field with three (3) years experience in planning.

2. Certification from the American Institute of Certified Planners is desirable. (Principal Planner)

3. Detailed and demonstrable knowledge of the principles, practices, and techniques involved in city planning including, but not limited to, preparing capital governments, comprehensive plans, urban redevelopment programs, zoning ordinances and land development regulations; administering planning projects; assigning and supervising the work of technical staff; and giving presentations to technical groups on general planning and urban redevelopment matters.

4. Ability to perform complex technical research and analysis, compile comprehensive reports and make recommendations for the practicable applications of findings.

5. Experience in Microsoft Word, Excel, PowerPoint, Outlook and Adobe Creative Suite. Experience or interest in web design, graphic design, and ARC GIS is desirable.

6. Ability to communicate effectively and courteously.

7. Ability to establish and maintain effective working relationships with City officials and the general public.

8. Must be able to perform all essential functions of the job.

Planner: $41,000 to $54,000
Principal Planner: $46,000 to $62,000
