The Assistant/Associate Transportation/Climate Planner will assist in developing and delivering projects, policies, and strategies that reduce transportation-related greenhouse gas (GHG) emissions within MTC’s Climate Initiatives Program. The position will be part of a team that implements a variety of mobility strategies identified in Plan Bay Area 2050. Key responsibilities include support in delivering the existing Climate Initiatives Program strategies and programs, including grant management and administration, as well as support in developing new strategies and programs such as those related to transportation electrification.

The successful candidate will have strong planning, grant management, policy analysis and stakeholder engagement skills, along with experience in or an interest in advancing transportation electrification, parking and transportation demand management policies or programs. In addition to developing and managing strategies in the Climate Initiatives Program, the Planner may also support the work of the Mobility Team within the Regional Planning Program as needed.

All employees at MTC are classified as Disaster Services Workers.

SKILLS AND ABILITIES
The ideal candidate will have the following knowledge, skills and abilities:
• Excellent oral and written communication skills;
• Understanding of transportation planning and analysis and land use concepts;
• Experience working with elected officials, members of the public and public agencies;
• Resourceful team player who takes initiative;
• Working knowledge of GIS and statistical analyses.

MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Bachelor's degree in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning; transportation engineering or modeling, financial management, economics, business or public administration. A Master's degree is desirable. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.)

ASSISTANT PLANNER
Experience: One year of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning, transportation engineering or modeling, financial management, economics, business or public administration.

ASSOCIATE PLANNER
Experience: Two years of increasingly responsible experience in an appropriate field related to the area of assignment, such as transportation planning, city and regional planning, transportation engineering or modeling, financial management, economics, business or public administration.

License/Certificate:
Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.

ESSENTIAL DUTIES AND RESPONSIBILITIES
The essential duties and responsibilities may include, but are not limited to, the following:

Climate Program
• Support the implementation and growth of Climate Program strategies, including mobility hubs, transportation electrification infrastructure (electric vehicle chargers, e-bike implementation), parking, behavior change campaigns, among others, to help achieve the greenhouse gas emissions reduction targets in Plan Bay Area 2050;
• Administer grants, including creating calls for projects/requests for proposals (RFP), facilitating application/RFP review process and recommending grant/consultant awards for Climate Program strategies;
• Manage consultant/contractor contracts and oversee the completion of identified deliverables;
• Assist with design and delivery of technical assistance programs to support local jurisdictions in implementing parking, transportation demand management (TDM) and electrification policies, programs, and projects;
• Assess effectiveness of Climate Programs at achieving GHG emission reductions;
• Host workshops and/or other forms of communication;
• Write reports and present key findings to elected officials, agency executives and other stakeholders;
• Provide staff support to climate-related policies and programs as assigned;
• Prepare and manage climate program content on the MTC website.

Coordination
• Coordinate and collaborate with the Bay Area Air Quality Management District on electric vehicle programs and other initiatives as applicable;
• Coordinate with both internal and external staff/programs that have a relationship to Climate projects, such as the Zero Emissions Bus Program, Vanpool Incentive Program and the Commuter Benefit Ordinance.

Policy and Program Responsibilities
• Provide data collection and/or policy research support for MTC Climate Program policies and programs including, but not limited to, transportation electrification (electric vehicles, charging infrastructure, emobility, etc.), parking and curb management, mobility hubs, and other innovative policies/programs that reduce transportation-related GHG.
• Assist with assessing GHG emissions reduction calculations related to Plan Bay Area updates;
• Prepare technical memos and summary reports and present findings to staff and policy makers.
• Support broader work of the Mobility team, as needed.

HYBRID WORK - Employees may need to be in the office for some assignments/tasks that can only be done onsite or at a designated MTC work assignment location. While MTC supports a hybrid environment, staff are encouraged to attend meetings in-person as appropriate.
