POSITION DESCRIPTION

SUMMARY:
Under the direction of the Executive Director, performs a wide variety of tasks directly related to the planning, development and advocacy of affordable housing projects from acquisition through construction and occupancy; specific to infill, small site and scattered site development and/ or rehab projects. This position is characterized by a high degree of initiative, responsibility, accountability and ability to work congenially with a wide variety of individuals, community-based organization and governmental entities. The Junior Project Manager also assists with the development aspects of projects currently owned or managed by Richmond Neighborhood Housing Services, Inc. (RNHS).

ESSENTIAL DUTIES AND RESPONSIBILITIES:
A. Finds and evaluates development opportunities, conducts initial feasibility analysis; creates a development strategy; negotiates purchase agreements; coordinates community acceptance planning; for infill, small site and scattered site projects.
B. Assist with preparing and complying documentations, reports and financials for financing applications including; not limited to reviewing, coordinating negotiation of legal agreements for financing, and maintaining knowledge of current financing programs.
C. Work with community stakeholders and residents for public approval by developing and implementing community acceptance strategies; obtaining public entitlement and permits; giving public presentations on behalf of the project.
D. Monitors construction process by negotiating construction documents and contracts; monitoring construction progress and resolving conflicts; overseeing draws and monitoring cost and budget.
E. Works with and supports RNHS by utilizing effective lines of communication for exchange of information necessary during design, construction and rent up.
F. Advocates for affordable housing by giving public presentations, participating in community and public policy groups; attending conferences, and staying informed of public policies affecting affordable housing.

F. Ability to see both specific situations as well as the ‘big picture’ is essential.
G. Ability to read, analyze and interpret complex documents.
H. Proficiency with MS Office Suite (Word, Excel, Outlook)
I. Demonstrates understanding of development process, programs and schedules related to specific projects.
J. This position is characterized by a high degree of initiative, responsibility, accountability and ability to work congenially with a wide variety of individuals, community based organizations and governmental entities.
K. Possesses high level of proficiency in financial spreadsheets (Excel) and proficiency in MS Office Suite and Outlook.
L. Requires a high level of mental concentration, despite frequent interruptions.

WORKING CONDITIONS
A. Physical Requirements-
1. Utilizes computer work station for long periods throughout the day
2. Utilizes the telephone and email for significant amount of communication
3. Must visit and move about active construction sites.
4. Participates in public meetings; may involve evenings and weekends

B. Work Environment -
Must have access to and be able to drive a car. Must have a valid California Driver’s license and proof of automobile insurance.

MINIMUM QUALIFICATIONS
A. Education – Bachelor’s degree in any of the following fields of study: architecture, real estate development, finance, planning, or construction management. Master’s preferred. Education in other fields of study would be acceptable combined with appropriate work experience.
B. Experience – 3 years of related work or field work experience in matters related to affordable housing development such as residential architecture, finance, planning, construction, etc.
