Position Summary
The Construction Manager (CM) position works closely with the Director and Project Managers to preserve, rehabilitate, and develop affordable housing and mixed use projects in concert with TUC’s mission. For projects that involve the preservation of existing properties, the CM will evaluate the condition of the building, work with the project manager to formulate a rehab scope and budget and oversee identified capital improvement projects following acquisition. As needed, the CM may also serve as the owner’s representative overseeing the construction of new construction projects. The CM is responsible for approximately three to four projects at any given time (depending on size and complexity) and ensures that the objectives of each project are accomplished within prescribed time frames and funding parameters.

Responsibilities
• Participate in initial site visits at prospective acquisition sites to assess rehabilitation scope and provide estimate of rehab costs to inform purchase offer
• Determine compliance requirements, as applicable
• Collaborate with Project Manager to identify and select general contractor, subcontractors, and/or vendors to perform work
• Review and evaluate construction scope
• Recommend cost saving measures through value engineering
• Assist in preparation and finalization of project budget and contract
• Supervise building improvement/repair projects and/or manage general contractor or subcontractor to complete agreed up scope on time and within budget
• Participate in pre-construction and construction conferences and meetings, as needed
• Review and evaluate change orders, pay applications and progress billings
• Other duties as assigned by management.

Qualifications
Education and/or Experience
• A minimum of two years of experience in construction management or a related field is required.
• Must demonstrate experience and successful track record in oversight and management of multifamily construction.
• Must be skilled in MS Office (Excel, Word, and Outlook)
• Cost estimation experience preferred, but not required

• Knowledge of federal, state, and local contract compliance requirements and programs.
• Ability to read and interpret architects’ drawings.
