The Presidio Trust is seeking a Planning Manager to join the Planning and Compliance Department in the Presidio. The Presidio Trust is a unique federal agency the manages the only national park site in the United States that has the flexibility to earn and use our own revenue. RESPONSIBILITIES
• Performs and manages complex professional planning projects, research and analysis.
• Monitors and ensures compliance with local, state and federal laws.
• Oversees specialized planning functions such as new development proposals and land use studies.
• Interfaces with professional and technical staff throughout the organization and assembles teams and workgroups.
• Interacts with various councils, boards, commissions and officials in planning-related issues.
• Organizes public engagement activities for planning initiatives.
• Assigns work to professional staff and ensures appropriate training is provided.
• Prepares reports on operations and activities, recommending improvements and modifications.
• Participates in budget preparation and administration, monitors and controls expenditures.

SUPERVISORY RESPONSIBILITIES
Directly and indirectly supervises team of eight (8), which include Permitting Manager, Sustainability Manager, and their direct reports; as well as Planning team of four (4) consisting of Urban Designer, GIS Specialist, Environmental Planner, and GIS Assistant.

REQUIRED QUALIFICATIONS
• The Planning Manager/Principal Planner is required to have a master's degree in planning or a closely related field and at least five years of experience in the planning profession.
• Three to four years of supervisory experience is preferred. AICP certification preferred.
• Thorough knowledge of urban planning and development and local government policies and procedures
• Knowledge of specializations such as resource conservation, historic preservation, and sustainable development
• Research methods and statistical principles related to urban growth and development
• Methods and techniques of effective technical report preparation and presentation
• Pertinent federal, state and local laws, codes and regulations including recent changes
• Budgeting procedures and techniques
• Knowledge of municipal planning, long-range infrastructure planning and administration
• Citizen involvement techniques and processes
• Knowledge of computer hardware and software programs, which may include Microsoft Office, Internet applications, econometric or transportation modeling, database management, or GIS

DESIRED QUALIFICATIONS
• Must be innovative, detail-oriented, experienced in highly visible/controversial projects
• Capable of managing multiple, high-priority assignments
• Strong interpersonal skills to develop good working relationships at various levels and to resolve complaints
• Strong analytical skills to interpret research data for reports and apply mathematic techniques in practical situations
• Reading comprehension to understand technical and legal materials.
• Ability to provide effective supervision and staff management
• Ability to manage projects effectively and meet firm deadlines
• Attends evening and weekend meetings when required

ABOUT THE PRESIDIO TRUST PLANNING AND COMPLIANCE TEAM
The Planning and Compliance Department develops and implements innovative, efficient, and inclusive plans and guidelines that advance the Trust’s mission and strategic goals, and guides the transformation of the Presidio into a world-class urban national park. This interdisciplinary team includes urban design and transportation professionals, staff ensuring historic and environmental compliance and sustainability, GIS specialists and permitting experts. The department oversees efficient permitting and compliance processes for all building, landscape, and infrastructure projects to ensure that the Presidio’s significant history and ecology are protected, and that projects advance Trust strategic goals and the public interest.

FINANCIAL DISCLOSURE
This position requires the completion of the U.S. Office of Government Ethics (OGE) Form 278, Public Financial Disclosure Report, both as a New Entrant into the position and annually thereafter. The purpose of the financial disclosure system is to assist employees and their agencies in avoiding conflicts between official duties and private financial interests or affiliations.
