Summary
The Facilities Manager (FM), under the supervision of RCD’s Director of Asset Management, will be responsible for ensuring that RCD’s multifamily affordable housing portfolio is maintained at a high level of quality, that systems & procedures are implemented consistently across the portfolio, and that on-site staff are supported in their work to manage & maintain the properties. The roles and responsibilities of the FM are integral to the business and operational management of RCD’s housing portfolio and the fulfillment of RCD’s mission.

Essential Duties and Responsibilities
The FM position is broadly responsible for managing RCD’s physical ownership responsibilities for the company’s portfolio. The position requires a deep operational knowledge of buildings, building systems, project and vendor management, and facilities and capital planning. While the position has no direct reports, the FM plays an important role as a leader through supporting and developing the capacity of on-site staff, which are employees of RCD’s third-party property management agent, the John Stewart Company. The position sits at the center of RCD’s relationship with the John Stewart Company and as such plays a critical role in maintaining this important relationship.

The FM has substantive responsibilities in all areas outlined below, which may change and be expanded upon from time to time.

• Preventative Maintenance
• Project Management
• Facilities Planning
• Asset Management & Real Estate Development
• Special Projects

Preventative Maintenance (25%)
• Develop policies and procedures for preventative maintenance, capital planning, and capital improvements, which includes systems for reporting & record-keeping
• In coordination with management agent, identify training needs and resources to support on-site staff
• Perform audits of on-site staff’s preventative maintenance, record-keeping, and compliance practices
• Facilitate transition of properties post-construction to stabilized operations by managing the construction warranty process and guiding on-site staff in its implementation of a preventative maintenance schedule informed by a thorough understanding of the property and its Operations & Maintenance manuals

Project Management (25%)
• Support on-site staff in the scope development, bidding, contracting and project management required for building systems replacements & repairs
• Directly manage major building systems replacements & repairs, including scope development, bidding, contracting and project management
• Provide technical expertise and support to assist on-site staff in maintaining the physical well-being of each property

Facilities Planning (20%)
• Manage capital improvement planning and implementation, including physical needs assessments, replacement reserve schedules, and resulting repairs & improvements
• Conduct annual physical inspections of all properties to monitor property conditions and to develop capital improvement plans

Asset Management & Real Estate Development (20%)
• Create annual capital improvement budgets as part of the annual operating budget process in coordination with asset and property management staff
• Coordinate with asset management staff to promptly respond to casualty losses and manage the insurance claim process
• Contribute to RCD’s new construction and significant rehab processes by informing design and engineering with lessons-learned from RCD’s existing portfolio

Special Projects (10%)
• Support sustainability initiatives within the department and organization
• Manage individual property’s initiatives towards resource and energy efficiency through physical improvements and upgrades

Working Conditions
A. Physical Requirements
1. Must have clear communication skills (written and verbal).
2. Able to drive between office and RCD properties
3. On occasion and in an instructional capacity, this position may be required to perform a wide variety of physical duties at RCD properties
4. Ability to lift up to 35 pounds

B. Work Environment
1. Time split between RCD’s sedentary office environment and travel to/from and time at RCD properties
2. Valid driver’s license required and access to reliable transportation

Qualifications
Minimum:
• Two (2) years supervisory experience
• Advanced knowledge of building systems
• Intermediate knowledge of California Building Standards Codes
• Intermediate to advanced knowledge and understanding of work orders and preventive maintenance programs
• Familiarity with all aspects of construction trades
• Proficiency with MS Office Suite, including Outlook, Excel and Word

Desirable:
• Conversational language ability in Spanish
• Proficiency with property management systems and technology, including but not limited to: MRI; Yardi; RealPage


Education
Minimum: Associate’s degree, professional accreditation, or vocational designation or certificate in facilities management, building systems, property administration, or related fields. Direct work experience may substitute for minimum educational requirements

Desirable: Bachelor’s degree;
BOMI designation or certificate
