Major Job Responsibilities and Duties:
The Assistant Project Manager (APM), under the direction and supervision of RCD’s Director of Housing Development, will have primary responsibility for administrative support for a full range of development activities relating to affordable multifamily housing development projects. This is a temporary position. Duties include but, are not limited to the following:

I. Responsible for providing support to Housing Development staff in preparing and assembling development funding applications.
a. Research locational and other amenities for development sites
b. Prepare maps and graphic attachments
c. Draft narratives, letters and certifications
d. Organize and assembling reports, attachments, graphics, budgets, narratives, letters, certifications, and other documentation needed

II. Responsible for providing support to Housing Development staff in procuring and contracting with a variety of development related vendors, consultants, and contractors.
a. Prepare and distributing RFP and RFQ documents and requests
b. Review, rank, and negotiate proposals
c. Prepare contract approval worksheets

III. Responsible for providing support to Housing Development staff in conducting feasibility analysis of new and existing properties.
a. Research site zoning and locational amenities of potential development sites
b. Research and input financial and property data into pro forma and other financial templates

IV. Responsible for performing regular administrative support tasks for RCD’s Development Department
a. Prepare check request coversheets for Project Managers
b. Maintain contractor preliminary lien lists
c. Maintain development vendor database and contract approval files
d. Photocopy, fax, type, write and edit correspondence and documents as requested
e. Assist with updating and maintaining departmental filing system

V. Participate in department, RCD and other staff or industry meetings and activities

VI. Perform other duties as required.

Qualifications:
The candidate should have experience or strong interest in the development and/or financing of multifamily housing, preferably (a) affordable housing for lower income households, and (b) working in the public or non-profit sectors. The candidate should also have experience and/or demonstrated abilities in the following areas:

• Strong and effective verbal and written communication skills.
• Strong interpersonal skills.
• Careful attention to detail and well-organized.
• Ability to adjust to changing situations and work under pressure.
• Good conflict-resolution and problem-solving skills.
• Ability to work independently and with a team.
• Proficiency with Microsoft Word and Excel programs.
• Knowledge of affordable housing financing programs and/or real estate development.
• Ability to balance competing priorities to meet development deadlines for multiple projects

Education: A bachelor’s degree in urban planning, public policy, public administration, real estate development, business administration or related field. Background in housing or real estate development, architecture, planning, business, housing finance or related field is highly desirable.

Work Environment: Majority of time spent in a sedentary office environment.

Travel Requirements: The candidate may be required to visit various properties off-site and must have a valid California driver’s license.
