Marstel-Day, LLC, an environmental consulting and planning firm, seeks a qualified individual to work on-site who has a successful background in community planning and encroachment management, preferably within or associated with Air Force installations, and extensive experience working with comprehensive planning, land use, development, real estate laws and regulation. The successful candidate will possess a strong commitment to a conservation ethic, a strong desire to identify and support strategies for natural resource conservation, and a commitment to use “green” best management practices in the performance of their work.
The primary duties of the planner will be to support Homestead Air Reserve Base’s, FL Installation Encroachment Management Team (IEMT). The contract position includes monitoring and assessing encroachment and sustainment challenges that could adversely impact current and future military training, testing and general mission operations concurrently with the installation’s impact on local communities, land management agencies and other installations.

Duties:
• Work directly with installation Point of Contact (POC) to advise Installation Commander and leadership on encroachment concerns and issues, ensuring situational awareness through encroachment issue analyses and preparation of weekly reports.
• Develop encroachment program information, identify stakeholders / participants, evaluate alternatives, recommend preferred courses of action, and recommend policy and guidance to implement such actions.
• Coordinate and manage activities of the Installation Encroachment Management Team, leveraging knowledge and expertise on IEMT, including preparation of agendas, minutes, and reports necessary to the functioning of the IEMT.
• Develop assessment reports on encroachment factors and conditions; document preparation, point papers, briefing slides, higher headquarters reports, analysis summaries, public meeting management, including establishing and facilitating meetings and preparing after-action reports, weekly and monthly summary reports, database management, external media monitoring, analysis and summary reports. All documents will be prepared in accordance with Air Force Handbook 33-337, The Tongue and Quill and Air Force Manual 33-326, Preparing Official Communications.
• Develop, prepare and deliver correspondence, position papers, assessment reports, analyses, educational materials, multi-media presentations, briefings, and responses to Air Force personnel, stakeholders, elected officials, government agencies, civic groups, and appropriate representatives as permitted by the installation POC regarding encroachment issues, compatible land uses, zoning and related topics. All documents will be prepared in accordance with Air Force Handbook 33-337, The Tongue and Quill and Air Force Manual 33-326, Preparing Official Communications.
• Develop and maintain a contacts database of local, regional, and state decision-makers and stakeholders, cultivating effective stakeholder working relationships with representatives of elected and appointed federal officials, state, regional and local agencies as required and permitted by the installation POC.
• Promote awareness of Air Force interests in compatible development, mission sustainability and public safety, gaining early information concerning future development plans and possible partnership opportunities with the private sector as well as maintaining ongoing relationships with appropriate local jurisdiction staff members as permitted by the installation POC.
• Conduct outreach and engagement activities as permitted by the installation POC to educate the public regarding military activities.
• Participate in community events to raise public awareness of Air Force environmental management roles, mutual benefits of compatible resource use planning, and the economic contributions the Air Force provides communities.
• Understand the issues and concerns local communities, state and federal agencies have with installation complex operations and inform installation leadership about these concerns.
• Coordinate and formulate views, opinions and responses with established Air Force programs such as Air Traffic Control and BASH management, Environmental and Natural Resource Management, Frequency Management, Comprehensive Planning, Air Installation Compatible Use Zone program manager, Public Affairs and selected tenant activity programs.
• Conduct analyses and provide reports for installation-specific encroachment management priority issues to include literature and document review of Air Force, DOD, and community documents.
• Conduct interviews with Air Force, DOD, and community personnel to gather additional information.
• Coordinate client review of draft reports and delivery of final reports.
Essential Functions Description:
The incumbent will normally work in an indoor, climate controlled work station or office, but be frequently required to travel to various other sites and offices which may not be climate controlled; to manage and coordinate work by scheduling and undertaking airline, train or vehicle travel. Incumbent will be required to frequently organize and coordinate schedules, analyze and interpret data, engage in fast-moving problem solving, be expected to professionally direct the work of others in stressful situations; communicate quickly and precisely with coworkers and clients, craft written communication including the use of e-mail and other electronic reproduction of words, graphs and photos. Incumbent will be required to make regular use of and be proficient with computers, telephones, mobile communication devices, copy machines and printers.

Education, Experience and Training Requirements:
The ideal candidate will have the following:
• Current credential from the American Institute of Certified Planners (AICP).
• Graduate degree in Planning, Urban Studies, or related fields, or Law.
o Candidates with only a Bachelor’s degree in a related field plus significant related work experience equivalent to a Master’s degree will be considered.
• Applicant’s GPA for highest degree obtained must be 3.4 out of 4 or higher
• Either six years’ experience in regional planning agencies and or local government comprehensive planning, zoning, and land use regulation, either working for government or as a consultant working in the private sector engaging with government OR six (6) years of experience working in a community planning and encroachment management function for the US Government.
o Community planning and encroachment management experience for a US Military Service is a plus.
o Knowledge of the management of Air Force ranges and airspace is a plus.
• Hands-on planning and negotiation experience with stakeholder identification, outreach and engagement, including the planning and participation in charrettes, is a plus.
• Knowledge of general requirements for local government comprehensive, master or general plans and land development regulations, authorities and processes of airport land use planning and zoning, capital improvements planning, large scale development approval processes, and building codes.
• Excellent oral and written communications skills.
• Competency and proficiency in the use of Microsoft SharePoint and Microsoft Office (Word, Excel, and PowerPoint) is a must. Proficiency with ArcGIS or other GIS programs is desired.
Duty Station and Residency:
• The incumbent’s primary duty station will be on-site at the Homestead Air Reserve Base, Florida (south of Miami).
• The incumbent will be required to report periodically to the Company’s Fredericksburg, Virginia office.
• Residence within or willingness to relocate to a federally designated HUBZone census tract within reasonable commuting distance of the on-site facility is a plus (reference www.sba.gov/hubzone for more information). A relocation reimbursement may be considered.
• The incumbent must be a U.S. Citizen and eligible to work in the U.S. (Incumbent must complete DHS Form I-9 for DHS submittal and verification through federal e-Verify system)
• The incumbent must have previously passed or be capable of passing a government background investigation and will be required to submit to a criminal background check as a condition of any final offer of employment. Depending on the exact nature of the work the position may entail, the applicant may also be required to submit to a credit and financial background check. This required contingency and evaluation continues even after hiring.

Benefits
The competitive salary range for this position is $70,000 to $90,000. The final salary offer will be based on the incumbent’s relevant education, experience, and the on-site location. The incumbent will be eligible for company health and other insurance benefits, access to a 401(k) plan, and personal leave accrual.
