GENERAL PURPOSE:
Under general direction, this position is responsible for project management of Transit Oriented Development (TOD) program projects with a focus on early TOD project planning; maintains continuous evaluation of internal TOD practices to ensure consistency with agency best practices and integration of the TOD policy into the Agency’s project development timeline; participates in regional outreach and TOD educational efforts to raise the awareness of TOD in the region; supports transit corridor studies through leadership of station area planning and corridor land use planning efforts; and supports the TOD Manager in executing and monitoring developer work progress consistent with Agency developer agreements.

• Performs project coordination and assists with management of Transit Oriented Development (TOD) program projects as assigned focusing on early TOD project planning and integration of the TOD policy into the Agency’s project development timeline.
• Partners with local jurisdictions on project development of corridor level planning projects with TOD components related to real estate, development and construction activities.
• Shares knowledge and collaborates on implementation strategies in TOD with partner agencies and host jurisdictions working on TOD in partnership with Sound Transit.
• Assists in identifying, planning, and organizing staff and consultant resources approach for TOD Program implementation activities, with an emphasis on early planning for Agency surplus real property development.
• Supports and coordinates essential program management activities for assigned TOD projects, including management of scope, quality, schedule, costs, personnel, consultants/contractors, contract documents and communications; and oversees contractors and assures contract compliance on assigned projects.
• Serves on committees at all levels for capital infrastructure projects and transit corridor studies related to the TOD work program with work performed by Agency staff and consultants, as well as representing Sound Transit in local and regional planning studies.
• Provides support to the Division/Department on matters as directed; serves as staff on a variety of committees; prepares and presents reports and other necessary correspondence as needed; attends and participates in professional group meetings; maintains awareness of new trends and developments in the fields related to area of assignment; incorporates new developments as appropriate; ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations.

MINIMUM QUALIFICATIONS:
Education and Experience:
Bachelors Degree in urban planning, public administration, engineering – public infrastructure emphasis, business administration with concentration in real estate, or closely related field and four years of experience in supporting or coordinating public real estate practice with large-scale capital project experience, commercial real estate development, community planning, environmental analysis and building construction, and public/private finance experience; OR an equivalent combination of education and experience.

Required Licenses or Certifications:
Possession of a valid Washington State Drivers License.

Required Knowledge of:
• Local and national public policies applicable to Transit Oriented Development.
• Local and national models of commercial real estate development incentive programs
• Operational characteristics, services, and activities of a transit oriented and joint development real estate project transactions, real estate acquisition, relocation, property management and disposition.
• Principles and practices of program development and administration.
• General project management/coordination techniques and principles.
• Real estate property principles and practices related to the appraisal, acquisition, management, and sale of public real property assets.
• Pertinent federal, state, and local laws, codes, and regulations.
• Negotiation principles and practices.
• Principles and practices of customer service.
• Principles of business letter writing and basic report preparation.
• English usage, spelling, grammar, and punctuation.
• Modern office procedures, methods, and equipment including computers and computer applications such as word processing, spreadsheets, and statistical databases.

Required Skill in:
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets and reports.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies.
• Overseeing, coordinating, and managing the services and activities of transit oriented and joint development real estate projects.
• Supporting projects and making decisions in fast-paced, difficult environments.
• Preparing and analyzing complex data and comprehensive reports.
• Maintaining confidentiality and communicating with tact and diplomacy.
• Responding to inquiries and in effective oral and written communication.
• Researching, analyzing, and evaluating new service delivery methods and techniques.
• Applying project management/coordinator techniques and principles.
• Working cooperatively with other departments, Agency officials, and outside agencies.
• Monitoring and/or coordinating program/project operating budgets, costs, and schedules.

PHYSICAL DEMANDS/WORK ENVIRONMENT:
• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
