Temporary Part-Time Assistant Project Manager

Founded in 1984, Resources for Community Development (RCD) is a regional nonprofit housing developer working throughout Alameda, Contra Costa, Marin and Solano Counties. It is our mission to create and preserve affordable housing for people with the fewest options to build communities and enrich lives.

RCD’s portfolio consists of over 1900 affordable housing units in 12 cities and 3 counties throughout the East Bay Area. RCD is currently involved in a diverse range of projects that include several hundred units in predevelopment. RCD builds new construction and acquires and rehabilitates existing housing for low-income families, seniors, and households with special needs. The corporation is governed by a Board of Directors and is funded primarily through developer fees, foundation grants, portfolio income and government contracts.

Major Job Responsibilities and Duties: The Assistant Project Manager, under the direction and supervision of RCD’s Director of Housing Development, will have primary responsibility for administrative support for a full range of development activities relating to affordable multifamily housing development projects. This position will be a temporary/internship position of up to 20 hours/week, from September 1 through May 30, with the possibility of continuing further. Specific responsibilities include (but are not limited to):

• Prepare financial, physical, and entitlement feasibility analyses of potential affordable housing sites and developments

• Assist in the selection of consultants, contractors, and lenders involved in the development process, including but not limited to, environmental consultants, various engineers, construction contractors, architects, lenders and equity investors.

• Negotiate contracts with selected vendors and oversee completion of consultant work according to project schedule and budget.

• Prepare and monitor project budgets, cash flow projections and project schedules.
• Research, organize and prepare application materials for project funding requests to support feasibility, predevelopment, construction and permanent loan phases of development.
• Assist with the preparation of zoning applications and other city required approvals.
• Represent RCD at local and statewide workshops and events.
• Participate in department, RCD and other staff meetings and activities
• Any other work or training assigned by the Director of Housing Development

Qualifications: Assistant Project Managers should have experience or strong interest in the development and/or financing of multifamily housing, preferably (a) affordable housing for lower income households, and (b) working in the public or non-profit sectors. Assistant Project Managers should have experience and/or demonstrated abilities in the following areas:

• Strong and effective verbal and written communication skills.
• Strong interpersonal skills.
• Careful attention to detail and well-organized.
• Ability to adjust to changing situations and work under pressure.
• Good conflict-resolution and problem-solving skills.
• Ability to work independently and with a team.
• Proficiency with Microsoft Word and Excel programs.
• Knowledge of affordable housing financing programs.
• Ability to balance competing priorities to meet development deadlines for multiple projects.

Education: A bachelor’s degree in urban planning, public policy, public administration, real estate development, business administration or related field. Background in housing or real estate development, architecture, planning, business, housing finance or related field is highly desirable.

Travel Requirements: The Assistant Project Manager may be required to visit various properties off-site and must have a valid California driver’s license.

Physical Requirements: While performing the duties of this position, the Assistant Project Manager is required to work in an office environment, which will require regular use of a telephone, computer keyboard, mouse, and calculator, sitting, standing walking, and lifting and/or moving up to 15 pounds.
