Marstel-Day, LLC, an Environmental Consulting and Planning firm, is seeking a highly motivated and experienced GIS Analyst with a strong commitment to a conservation ethic and a strong desire to identify and support strategies for community planning and natural resource conservation; and a commitment to use "green" best management practices in the performance of their work on a variety of projects, primarily in support of the company's planning, environmental, natural resources, and sustainability efforts.
Primary Duties
The selected analyst will provide direct project support for company project approximately 50% of the time. The selected analyst will provide GIS technical support and oversight to 5 to 10 GIS personnel by assisting in technical execution of project assignments; reviewing workflow processes for efficiencies, and; providing oversight on data and file management. In addition, the selected analyst will: QA/QC maps and data to be consistent with Marstel-Day standards: Review GIS deliverable requirements (SDSFIE and other equivalents): Monitor data and provide data quality control of GIS inputs: Process raw LiDAR data, perform imagery analysis/classification, etc. for project inputs and: Develop documentation of data processing methodologies, and provide training to GIS technicians.
The selected analyst will conduct GIS Development Work approximately 40% of the time. This will include updating the Marstel-Day Encroachment Partnering model: Updating the model to be compatible with new software: and Exploring new model procedures/executions for emerging challenges. The selected analyst will also develop new analytical procedures for project work, examples include: Create models to streamline SLR analytical procedures, develop standard climate modeling tools for encroachment analyses (habitat shifts, drying areas, etc.) and other common modeling need such as wild land fire risk, radar attenuation and line of sight analyses. The selected analyst is also expected to develop online web mapping service capabilities and develop database tools.
The selected analyst will also provide GIS coordinator responsibilities (completed in conjunction with the West coast GIS Coordinator). This includes but is not limited to providing management oversight for GIS staff Individual Development Plans (developmental experience and training needs). Oversee and coordinate data updates for items such as Homeland Security data (NGA Aero / Airspace Data) and data sources in general if applicable companywide including working with company counsel to obtain non-disclosure agreements, user agreements. Be prepared to manage requested technology improvements/projects.
Essential Functions Description:
The incumbent will normally work in an indoor, climate controlled work station or office, but be frequently required to travel to various other sites and/or offices which may not be climate controlled; to manage and coordinate work by scheduling and undertaking frequent airline, train or vehicle travel. Incumbent will be required to frequently organize and coordinate schedules, analyze and interpret data, and engage in fast-moving problem solving; communicate quickly and precisely with coworkers and clients, craft written communication including the use of e-mail and other electronic reproduction of words, graphs, and photos. Incumbent will be required to make regular use of and be proficient with computers, software, telephones, mobile communication devices, copy machines and printers.

The Qualified Incumbent Must:
• Possess a strong commitment to a conservation ethic and a strong desire to identify and support strategies for local government planning and natural resource conservation; and a commitment to use green best management practices in the performance of work.
• Possess a BA/BS in GIS, Geography, or Computer Sciences from an accredited college or university with a GISP certification, plus a minimum of five years of applicable GIS work experience; or a Master’s degree and at least two years of GIS related work experience. Have a GPA of 3.4 or better in their highest degree earned.
• Be able to train team members and end users on GIS data and applications.
• Be able to conduct research into GIS issues and products as required.
• Possess a working knowledge of applicable GIS standards. SDSFIE, OGC, and FGDC are highly preferred.
• Have worked with ESRI ArcGIS® and Visual Basic®, Python®, or other GIS related scripting language, in addition to database management software. Advanced training or experience in other programming languages or GIS software is valuable plus.
• Be comfortable with complex spatial applications and analyses, including the use of industry-standard tools, scripting, and database management.
• Have application or spatial tool development experience and a programming background in environments that support GIS applications.
• Have strong skills in cartographic design, analytical geography, database design and management, programming, project management, and communication (including strong writing skills to contribute to narratives supporting the GIS products).
• Have strong oral and written communication skills, including geospatial technical writing and documentation.
• Have the demonstrated ability to work independently and in teams.
• Possess strong attention-to-detail, initiative, and self-motivation.
• Have strong organizational skills.
• Be legally eligible to work in the U.S. (DHS form I-9 must be completed by incumbent and submitted to DHS for verification through federal e-Verify system).
• Submit to a criminal background check as a condition of any final offer of employment.
Exceptional candidates should:
• Have budgetary, project management, and program coordination experience
• Have experience with server-side GIS applications and familiarity network protocols and services
• Completed user-facing applications (standalone, web, or mobile) using GIS components
• Worked with non-ESRI GIS systems or plugins (e.g. PostGIS®, ERDAS Imagine®)
• Have experience with computational modeling and languages beyond GIS (e.g. Matlab, R, C++)
• Worked with remote sensing devices and data collection, especially software applications on consumer mobile devices
Duty Station and Residency
• The incumbent's primary duty station will be in one of the Company’s offices in Oakland, California.
• Residence within, or willingness to relocate to, a federally designated HUBZone census tract within reasonable commuting distance of the primary duty station (go to www.sba.gov/hubzone for more information on this requirement). A relocation reimbursement may be considered. This requirement may be waived upon a showing of hardship, but willingness to locate will at least be a plus.

Salary and Benefits
The company will pay a competitive salary commensurate with the incumbent’s level of education and experience and overall qualifications in an amount between $60,000 and $68,000 per year; and will also provide access to a 401(k) plan, health, disability, and life insurance plans, paid leave, and other benefits.
