City of Berkeley is seeking a Project-Based Principal Planner to serve primarily as a project manager to lead delivery of several major transportation related capital projects for the Public Works Department.

The Transportation Division of the Public Works Department oversees traffic engineering, parking, transportation planning, and Transportation Demand Management programs. Over the next several years, the Division will be carrying out several significant transportation Capital Improvement Projects in the Downtown area, including a $10+M transit hub and public plaza redevelopment, two $3M Complete Streets reconfigurations, and a planned demolition and reconstructon of the City’s main downtown parking garage. A Project-Based Principal Planner is being sought to serve as the Project Manager for a Downtown Streets and Open Space Project Delivery Team to lead these efforts and coordinate with other Downtown projects and programs. The position is for a maximum of three years.

Knowledge and Abilities

This position requires knowledge of, and substantial professional experience in, project management, street design and construction, Federal grant compliance, consultant procurement and management, and personnel supervision.

The City is seeking the most qualified candidate to provide strategic leadership with the public and internal staff, oversee project design and bidding; supervise assigned personnel and consultants; ensure environmental review; and communicate project goals and strategies in writing and verbally to community stakeholders and leaders.

Experience with some or all of the following strongly preferred: Federal grant compliance (reporting, invoicing, procurement), Complete Street principles (best practices in bicycle and transit street design), traffic device design and installation (traffic signals, speed feedback devices, pedestrian safety beacons), CEQA/NEPA, public involvement in urban design projects.

Though not a requirement, the ideal candidate will have experience producing and/or reviewing engineering (PE, PSE) and design documents, traffic management plans, and budgets for capital construction of streets, sidewalks, bicycle and transit facilities, public spaces, and parking garages.

The Principal Planner will supervise a Project Engineer and an Assistant Planner on these projects, as well as the work of other staff and consultants as needed. This position will report to the Public Works Director and the Transportation Division Manager.
