COUNTY OF ORANGE / OC PUBLIC WORKS:

OC Public Works is a unique County department comprised of four divisions, each of which directly impacts the quality of life for Orange County residents and the private sector. Our core services include OC Engineering, OC Planning, OC Facilities and Administrative Services. OC Public Works serves the public through the following: Flood Control, Highways, Facilities, Planning and Planned Communities.



THE OPPORTUNITY:

OC Planning has excellent opportunities for experienced customer service oriented planning professionals to perform difficult planning research and to review and prepare planning studies, reports, plans and projects and to explain planning program polices, ordinances, laws, and regulations as they relate to the construction and use of buildings, structures and the use of land. This individual will present studies and recommendations to the Zoning Administrator and the Planning Commission, must be capable of working effectively and communicating diplomatically with staff, residents, contractors, developers, consultants, homeowners, real estate agents, appraisers, bankers, investors, insurance agents, and internal clients and to do other work as required.

Technical Environment
Principles and practices of regional, county, city and environmental planning.
Laws and regulations governing County Zoning Codes and other land use laws pertaining to planning project.
Physical, social, technical and economic implications involved in regional, county, city and environmental planning.
Organization and preparation of research studies, ability to analyze data, draw conclusions and make recommendations.
Researching, analyzing, evaluating, estimating and accurately interpreting and applying technical data and policy information to solve problems and/or make recommendations to management.

Customer Orientation
Effectively assist external and/or internal clients/customers on a daily basis.
Respond to customers inquiries and project submittals in a timely manner and in accordance with specific timeframes.
Seek a win-win solution when dealing with differences of opinion.
Always maintain integrity while dealing with customers and clients.
Provide excellent customer service while dealing with visitors at the counter and interact well with and in a professional manner with visitors at the public counter, permit applicants, and community residents.

Effective Communication
Effectively communicate and educate the general public regarding basic zoning concepts.
Prepare clear and concise reports of research findings in written, graphic and design form.
Handle conflict professionally and diplomatically.
Communicate effectively with homeowners, major developers, contractors and engineers.
Successfully interact with various governmental organizations and review boards.

MINIMUM QUALIFICATIONS:

Option I

Planner III requires a Bachelor's Degree in planning or a related field and two years of planning experience in research, land use administration or in the development of social, physical, environmental or economic plans.

Option II

A combination of education and/or equivalent and relevant planning experience required to develop the knowledge and abilities listed as minimum qualifications. (Full membership in the American Institute of Certified Planners (AICP) is considered qualifying.) .
