Assists in the development and implementation of LAHSA’s homelessness policy, strategic planning, and public affairs agendas. The Analyst researches and analyzes legislation and policies relevant to ending homelessness, assists communities to understand their capacity, homeless populations, and develop proactive community based plans that address community needs to reduce homelessness. This position conducts research to ensure programs funded through LAHSA represent national evidence-based best practices, including the collection, analysis, management and reporting of data and findings. Works collaboratively with other departments within LAHSA and the City and County of Los Angeles to influence and create effective homelessness and housing policies and to create strategic plans to end homelessness. Will assist in organizing and facilitating community planning meetings to address homelessness within local communities, to develop plans to implement key provisions of the Federal Homeless Emergency Assistance and Rapid Transition to Housing Act (HEARTH), and to provide support for local communities as they plan and develop coordinated homeless systems of care. The Policy and Planning Analyst will participate in homeless count activities, grant application processes, including annual HEARTH Continuum of Care grant applications, and other complex and high priority projects for the agency.

Minimum Qualifications: This position requires knowledge of community based strategic planning processes, and an understanding of federal, state, and local statutes, funding, and policy issues relating to housing and homeless service programs. The ideal candidate will be an independent thinker, with the ability to manage several competing priorities at once. The candidate should have an understanding of integrating data and process to develop community based strategic plans to end homelessness, and should be a proactive self-starter who can lead and direct community based participation. S/he will need to organize, plan, and present information succinctly. Excellent verbal and written communication skills are essential. GIS mapping experience is desirable. Must have working knowledge of database systems, and proficiency in Microsoft office software, including Word, Excel, Outlook, and Project, and demonstrate skills in the organization, manipulation, and analysis of data. A valid Driver’s License is required.

Education and Experience: A Bachelor’s Degree and at least two years of experience in public policy issues and public policy research in a government or nonprofit community agency. An advanced degree in a relevant area is highly desirable.
