The San Francisco Planning Department has an opening for a 5298 Planner III – Transportation Environmental Review to work on general and transportation-related environmental review work in our Environmental Planning Division.

The Environmental Planning Division is responsible for reviewing projects for potential environmental impacts on the City of San Francisco and its residents, a process known as environmental review.

Position Information

Under direction, the Planner III – Transportation Environmental Review performs difficult and complex transportation-related environmental review work, participating in all phases of transportation-related environmental analyses. In addition, under direction, the Planner III – Transportation Environmental Review performs difficult and complex environmental review work pursuant to California Environmental Quality Act (CEQA) and participates in all phases of environmental review.

Essential duties related to transportation work include:

Preparing in-house transportation-related environmental documents using traffic software such as Synchro; directing the work of transportation consultants in the preparation of complex transportation background technical studies in support of environmental impact documents; responsibility for transportation-related environmental impact evaluations and application of transportation mitigation measures for complex projects, including review of transportation chapters of EIRs for compliance with federal, state and local laws and regulations; coordination of transportation analysis for major public, private and infrastructure projects, including preliminary conferences, consultations with transportation technical specialists; coordination with other involved agencies such as the SFMTA as well as other Planning Department staff; presentation of transportation background technical studies to the City Planning Commission and Board of Supervisors; preparation of technical background technical studies and correspondence, interpretation and explanation of legal, technical and procedural aspects of transportation-related environmental review to the public, boards and commissions (potentially in controversial situations or under a high-level of public interest); working with other planners and project managers to integrate the transportation-related environmental review process with other environmental review and planning tasks; and exercising understanding of transportation-related planning code requirements and other transportation-related regulatory processes; and other duties as assigned.

Essential duties related to general environmental work include:

Preparing in-house environmental documents; directing the work of consultants in the preparation of moderate- to high-complexity environmental impact documents; analyzing, evaluating and preparing reports and environmental impact documents on complex projects; reviewing environmental impact documents and ensuring project compliance with federal, state and local laws and regulations; interpreting and explaining legal, technical and procedural aspects of environmental review to the public, boards and commissions (potentially in controversial situations or under a high-level of public interest); preparing technical reports and correspondence; coordinating environmental impact documents for major public and private projects, including working with other planners and project managers to integrate the environmental review process with other planning tasks, exercising understanding of planning code requirements and other regulatory processes, and coordinating selected functional and/or technical aspects of the environmental review process; and other duties as assigned. Proficiency with standard computer spreadsheet, word processing, presentation and internet software is required.

The Planner III – Transportation Environmental Review may be required to attend meetings or participate in work-related activities outside of normal working hours (evenings and weekends) in various community locations. Some positions may require possession of a valid driver license, or may require specialized experience in order to perform department-specific planning duties.

MINIMUM QUALIFICATIONS

1. Baccalaureate degree from an accredited college or university AND four (4) years (8000 hours) of verifiable full-time equivalent experience either:

*A. performing environmental review functions, OR

*B. in a city/regional/urban planning environment preparing studies in support of California Environmental Quality Act (CEQA); preparing documents for entities such as California Department of Fish and Game, U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers, Regional Water Quality Control Board, Federal Aviation Administration (FAA).

OR

2. Master’s degree from an accredited college or university in city/regional/urban planning, environmental studies, architecture, law, earth sciences, geography, economics, landscape architecture, civil engineering, urban studies or public administration AND two (2) years (4000 hours) of verifiable full-time equivalent experience either:

*A. performing environmental review functions, OR

*B. a city/regional/urban planning environment preparing studies in support of California Environmental Quality Act (CEQA); preparing documents for entities such as California Department of Fish and Game, U.S. Fish and Wildlife Service, U.S. Army Corps of Engineers, Regional Water Quality Control Board, Federal Aviation Administration (FAA).

Desirable Qualifications

The stated desirable qualifications may be used to identify job finalists at the end of the selection process.

*Two (2) years of experience performing transportation related environmental review functions.

*Two (2) years of experience in a city/regional/urban planning environment preparing Caltrans, Federal Transportation Administration (FTA) documents.

*Two (2) years of progressively responsible work experience as a manager/author of transportation background technical studies in support of CEQA or NEPA documents and a manager/author of CEQA or NEPA documents (primarily EIRs and Negative Declarations, or federal equivalents), where the applicant’s principal full time work assignment was as a project coordinator or manager responsible for preparation and completion of transportation background technical studies in support of environmental review documents and general environmental review documents.

*Basic research methods and database management techniques; knowledge of statistical and computation analysis principles and methods; and advanced knowledge of transportation planning principles, techniques and methods.

*Extensive experience in: applying requirements of general and transportation-related CEQA and local procedures regarding CEQA; Chapter 31 of the San Francisco Administrative Code; making public presentations; interacting with members of public, governmental officials, professional and technical specialists, project sponsors, other agency representatives, etc.
