The San Leandro Transportation Management Organization (SLTMO) is seeking a contractor to serve as a Transportation Outreach Coordinator. The responsibilities include all outreach and coordination activities promoting the new Kaiser LINKS shuttle service, creation of a carpool/vanpool and commuter check program and promotion of other programs that support public and alternative transportation measures.

The shuttle will operate daily from 6:30 a.m. to 6:30 p.m. between the Downtown San Leandro BART station and Kaiser Permanente’s new medical center and the Transportation Outreach Coordinator will need to be available to provide a variety of services during normal business hours.

The ideal applicant would be enthusiastic, flexible, have strong written and oral communications as well as computer graphic skills and must enjoy providing a high level of customer service.

CONTRACTOR QUALIFICATIONS: Contractor must demonstrate program development and management experience; successful development, launch and administration of outreach campaigns; and experience working with the general public. Minimum skills include:

Strong customer service orientation and public relations skills;
Ability to deal effectively and courteously with the general public both on the phone and in person;
Experience creating outreach materials and ability to build and manage a website;
Knowledge of Transportation Demand Management practices including creation of carpools/vanpools, a guaranteed ride home program, a commuter choice program, etc.;
Strong communication skills and ability to provide written and verbal reports and updates to the SLTMO Board and Kaiser management;
Experience conducting and analyzing surveys and handling basic invoicing;
Highly organized, accurate, and flexible;
Bilingual a plus.

Description of San Leandro Transportation Management Organization:

The San Leandro Transportation Management Organization (SLTMO), a 501 C (6) non-profit corporation, was formed to handle the day-to-day operations and to provide operational oversight of the LINKS Shuttle (LINKS). LINKS has provided free transportation for employees to the industrial area of western San Leandro since 2002. Historically, LINKS has functioned as a partnership between the business community, the SLTMO and the City of San Leandro. The SLTMO is governed by a Board of Directors comprised of representatives from the local business community and the City of San Leandro. In 2013, the SLTMO contracted with Kaiser Permanente to provide a Kaiser LINKS Transportation Demand Management (TDM) Program.

Description of Kaiser LINKS Transportation Demand Management Program:

The Kaiser LINKS TDM program was created to maximize the percentage of Kaiser employees and patrons that use transportation modes other than single-occupant vehicles. The program will include a free shuttle and services to facilitate ride-share and carpools, bicycles, and use of public transit, among other services. In Spring 2014, Kaiser LINKS will begin offering shuttle service between the Downtown San Leandro BART station and the new Kaiser Permanente Medical Center. The hours of operation will be between 6:30 a.m. and 6:30 p.m. 365 days a year. The shuttle schedule and frequency will be coordinated with employee work schedules and service will likely increase when Kaiser Permanente’s Hospital opens in September 2014.

General Duties include:

Serve as liaison between Kaiser Management, MV Transportation (transportation provider) and the SLTMO for the Kaiser LINKS shuttle.
Provide written and oral reports to Kaiser Management and the SLTMO on all aspects of the Kaiser LINKS TDM program.
Develop and distribute marketing materials for LINKS Transportation Demand Management programs in general, including printed materials and creation and maintenance of a website containing the shuttle route information as well as links to other transportation agencies and services. Market Kaiser’s Commuter Choice Program available via “My-HR” and the Guaranteed Ride Home Program. Provide a summary of the TDM program components to all new employees as part of new employee orientation.
Establish and maintain an information kiosk with local transit maps and schedules, information and schedules for the San Leandro BART shuttle, a summary of TDM components and how to contact the TDM coordinator. Establish a commuter assistance center that is open during business hours and will be available through the security office with duplicate information as provided in the information kiosk.
Develop and maintain a program to assist in the creation of carpools and vanpools by matching employees that have similar commute patterns and times. Coordinate a monitoring and enforcement program to ensure that reserved spaces are used appropriately.
Conduct a semi-annual transportation demand management (TDM) survey of all Kaiser employees and an annual rider satisfaction survey for the Kaiser LINKS shuttle to determine the effectiveness of the TDM program in meeting its goals.
Participate in quarterly transit information fairs until less than 85% of employees and customers use single-occupancy vehicles, then reduced to annually.
Manage quality control, customer service, budget oversight, billing, payments and contract compliance for the Kaiser LINKS shuttle service. Maintain all pertinent records for the Kaiser LINKS shuttle on behalf of the SLTMO.
Develop efficiencies for the Kaiser LINKS shuttle, research and recommend new technologies and cost saving measures for the program.

COMPENSATION: The contract pays $5,000 per month. The SLTMO will enter into a contract for services with the chosen applicant and shall pay the Contractor a flat rate of Five Thousand Dollars per month following receipt of invoice and satisfactory completion/delivery of services as detailed in the Agreement between the SLTMO and the Contractor. The Contractor will be required to obtain General Liability and Property Damage Combined Insurance in the amount of $1,000,000.00 per occurrence.
