The Department of Medicine is the largest single department of the UCSF School of Medicine, with approximately 29 percent of the school's full-time faculty. In eight of the past 10 years (2001 – 2010), the Department of Medicine has been the number one recipient of research dollars from the National Institutes of Health (NIH) among all departments of internal medicine in the nation (2002 we were ranked second and 2006 we ranked third). The department's continued success in this highly competitive arena attests to the quality and impact of the research performed by its basic and clinical scientists.

JOB OVERVIEW
The Policy Analyst will perform independently or with general direction at the fully operational journey level of the series to execute, manage, and coordinate research protocols, as directed by the Clinical Research Supervisor and/or Principal Investigator (PI); may coordinate the data collection and operations of several concurrent clinical research studies under the guidelines of research protocols, UCSF and regulating agency policies.

Policy Analyst duties may include, but will not be limited to supporting the management and coordinating the tasks of single or multiple clinical research studies, depending on their size and complexity, act as intermediary between services and departments while overseeing data and specimen management, manage and report on study results, create, clean, update, and manage databases and comprehensive datasets and reports and coordinate staff work schedules. The Analyst will assist with training of Assistant CRCs, and assist Clinical Research Supervisor and/or PI with oversight of other research staff, manage Investigator’s protocols in the Committee on Human Research online system, as well as renewals and modifications of protocol applications and the implementation of new studies. She/he will participate in the review and writing of protocols to ensure institutional review board approval within University compliance, help assure compliance with all relevant regulatory agencies, oversee study data integrity and implement and maintain periodic quality control procedures. The Analyst will interface with departments to obtain UCSF approval prior to study initiation and maintain all regulatory documents, report study progress to investigators and participate in any internal and external audits or reviews of study protocols. The candidate will perform other duties as assigned.


The Policy Analyst will work on two different projects involving HIV policy and service delivery: an Evaluation and Technical Assistance Center for the Linkages and Access to Care for Populations at High Risk for HIV Infection Initiative, which is funded by the Health Resources and Services Administration (HRSA), and the other is focused on emerging HIV-related policy issues affecting the state of California, which is funded by the California HIV/AIDS Research Program (CHRP). The goal of the Evaluation and Technical Assistance Center (ETAC) is to evaluate and provide leadership and technical assistance to seven demonstration states across the U.S. in implementing interventions to enhance HIV testing and diagnosis among out-of-care populations, and to link and retain these populations into high quality HIV care. Each demonstration state is engaged in collaborative activities that address the goals of the National HIV/AIDS Strategy. The CHRP grant is a collaborative effort between UCSF, the San Francisco AIDS Foundation and Project Inform. The project will identify and conduct research on emerging HIV policy-related issues that affect the state of California.

The Policy Analyst must have two areas of expertise: qualitative data collection and analysis, as well as the ability to analyze and conduct formula modeling of proposed changes to federal and state funding of HIV-related programs and services affecting people living with HIV. As part of the research duties, the Analyst will conduct ethnographic observations; semi-structured interviews; and draft and edit journal articles for peer-reviewed publications. The Policy Analyst will interact with study participants, healthcare providers, and public health officials from many backgrounds in a professional and congenial manner and must have awareness and sensitivity towards diverse cultures and populations. The Policy Analyst must be able to work under pressure, meeting strict deadlines for both projects with minimal supervision. Travel, up to 8 times per year for up to 6 days at a time, is required.
