MTC's Design and Project Delivery Section is responsible for the development and delivery of innovative transportation strategies that improve the performance of the region's freeway, bridge, arterial, and transit systems with an emphasis on operational efficiencies and high occupancy vehicle, transit, and shared and micromobility strategies.

Under the general direction of the Principal – Shared Mobility, the Assistant Planner/Engineer – Shared and Micromobility is responsible for delivering shared mobility and micromobility strategies that connect communities and the regional multimodal transportation network which includes regional transit, carpool and vanpool on HOV, express lanes, and bridge corridors, first/last mile strategies, etc. The individual will lead and manage projects/tasks that require planning and/or engineering competencies, strong coordination, project management, and communication skills. The individual will focus on managing MTC SHIFT and supporting MTC’s bikeshare programs and will also perform a wide range of tasks including:


Support management of MTC SHIFT, a grant program that supports employer implementation of commute management platforms to help manage employee transportation options. Tasks include data analysis, contract management, incentive fund administration and reporting, and coordination with employers and vendors.
Support MTC’s bikeshare capital grant program, including contract management, data analysis, marketing/outreach, wayfinding or other initiatives to promote use of bikeshare systems funded by the program.
Take a leadership role in managing consultant tasks for Napa Valley Forward's e-bike commute program, an innovative transportation demand management program for winery and hospitality employers in Napa Valley.
Participate in on-site transportation demand management engagement and outreach as needed.
Manage other initiatives to support bikeshare/micromobility in the region, such as outreach for micromobility equity programs, or station siting and outreach.
Work on/manage other projects as needed, which may include micromobility programs, employer shared mobility programs, multimodal corridor studies, transit planning analysis, and regional transportation plans.
Analyze and make recommendations for complex multimodal transportation planning and engineering problems.
Communicate clearly and concisely, using strong writing and presentation skills.
Research and analyze complex problems and technical issues using data and qualitative information, distill complex data into simple charts or tables, frame options and articulate recommendations; vet technical/policy issues with others and influence decisions by applying technical skills and knowledge and calculating risks.
Participate in and help execute procurements and vendor selection processes, and manage vendor and consultant relationships.
Work collaboratively with fellow MTC staff across the agency in tasks such as policy/legislative analysis, development or review of complex contracts, and funding management.
Build effective relationships with employers, cities, bikeshare operators, consultants/contractors, and related organizations.
Identify and pursue ways to incorporate equity within planning efforts, program designs, and outreach.
Prepare staff memos, reports and presentation materials as assigned.
Work collaboratively in a team environment.
