People with low incomes, frontline communities and communities of color are always hit hardest by disasters. They are often overlooked in recovery efforts because of inadequate resources to plan and to respond and are also overlooked in community planning efforts that could ensure communities have input in preparedness and community planning. Local governments and philanthropy are overwhelmed, and resources allocated to those who are the most outspoken and make the most “noise”. Critical “moments of influence” are often missed, particularly before an event happens, to mitigate risk, prepare for and prioritize important recovery functions and rebuild according to community need after a disaster has occured- as is the opportunity for inclusive community planning and prioritization prior to and preceding an event
 
Building on Enterprise’s experience in disaster recovery in the Gulf Coast, New York, Texas, Puerto Rico, and the North Bay, Enterprise is expanding its work in Northern California by creating a program that will democratize the planning and response to disaster through assisting low-income communities, communities of color, frontline communities, and local government in their efforts to plan, prepare, inform and obtain the resources to encourage equitable recovery and position communities to be resilient in the face of impending risk from natural hazards common to California including fires, earthquakes, drought and extreme heat.
