The San Francisco Bay Area Rapid Transit District (BART) is recruiting to fill a vacant Manager of Operating Budgets position in the Budget Department. The Manager of Operating Budgets directs, manages, supervises and coordinates the activities and operations of the Operating Budgets Division within the Budget Department including the development, implementation, administration and control of budgets; coordinates assigned activities with other divisions, departments and outside agencies; provides highly responsible and complex administrative support to the Department Manager, Budget Department; participates in labor relations cost support, and performs related duties as assigned.


This division-level class manages the development, administration and expenditure of the District’s operating funds and provides direction for District budget analysis. Responsibilities include periodic reporting of operating budget status as well as performing complex financial and statistical analysis of operating costs. The incumbent is accountable for accomplishing division goals and objectives and for furthering District goals and objectives within general policy guidelines. This class is distinguished from the Department Manager of Budget Department in that the latter is responsible for overall management of the department, which includes Budgets (Operating and Capital), Grant Compliance, and Energy divisions.


A strong educational and/or work experience background in governmental budgeting will be required as well as a good understanding of: Operational characteristics, services and activities of a comprehensive operating budgets program; Budgetary software such as PeopleSoft, Hyperion or comparable systems; Principles and practices of general, fund, and government accounting; Principles and practices of program development and administration; Methods and techniques of budget administration and financial control; Methods and techniques of statistical, financial, and management analysis; Principles and practices of procurement; Principles and practices of budget preparation and administration; Principles of supervision, training and performance evaluation; Related Federal, State and local laws, codes and regulations.


The successful candidate will demonstrate the following skills/experience beyond the minimum qualifications:

Experience with PeopleSoft, Hyperion, or comparable position budgeting systems (highly desirable).
Experience in labor relations cost support; assessing budget impact of labor agreement proposals; providing explanations of costs to management and bargaining units, and; providing support materials as needed.
Selecting, supervising, training and evaluating staff.
Negotiating agreements with funding agencies.
Preparing and administering large program budgets.
Preparing clear and concise administrative and financial reports.
Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions and implementing recommendations in support of goals.
Researching, analyzing and evaluating new service delivery methods and techniques.
Interpreting and applying Federal, State and local policies, laws and regulations.
Communicating clearly and concisely, both orally and in writing.
Establishing and maintaining effective working relationships with those contacted in the course of work.
Substantive experience with public agency budgeting and governmental budgeting and accounting;
Ability to develop and foster relationships with internal and external customers;
Excellent research, reading comprehension, and professional writing skills;
Preparing and interpreting financial forecasts and schedules, and ability to present analysis in formats appropriate for staff and management;
Advanced understanding of the complex issues and challenges facing BART and/or transportation in general.
Education:

A Bachelor’s degree in accounting, economics, business administration or public administration, or a related field from an accredited college or university.

Experience:

Five (5) years of (full-time equivalent) verifiable professional financial analysis and budgeting experience which must have included at least two (2) years of administrative and supervisory experience.

Substitution:

Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred.
