SFO seeks an experienced Environmental Planner to manage complex environmental planning projects and supervise planners, support staff, interns and consultants. Duties include: assisting with preparing project budgets and schedules; managing professional service contracts; analyzing and reviewing environmental impacts and mitigation measures; preparing reports related to special purpose environmental laws, environmental regulatory permits and mitigation projects; and other related duties. Position requirements: Bachelor’s degree and 5 years of progressively responsible experience in the areas of planning, environmental review, or environmental law, with at least 4 years in environmental review or environmental law including management and scheduling experience. Also, 3 years of recent and verifiable experience in airport/aviation planning plus airport facilities planning, airport master planning, airfield/airspace planning, aviation demand forecasting, and environmental planning/permitting i.e. CEQA/NEPA, BCDC, Coastal Commission, USACOE, USFWS, RWQCB, and CDFW. The essential functions of this position include:
•Preparing CEQA/NEPA (California Environmental Quality At/National Environmental Policy Act) environmental analysis documents in compliance with FAA Environmental Regulations 1050.1E and 5050.4B, and Chapter 31 of the San Francisco Admin Code;
•Preparing resource agency permit applications; participating in all phases of environmental review including analysis of environmental impacts and mitigation measures;
•Coordinating environmental review cases or projects; undertaking major responsibility in performing complex initial environmental studies;
•Preparing reports related to special purpose environmental laws, environmental regulatory permits and mitigation projects; coordinating airport wildlife hazard management program activities with other airport divisions;
•Evaluating airport land use compatibility impacts associated with off-airport development;
•Performing other related duties as assigned.

Nature of Work
Requires extensive computer work requiring keyboarding and prolonged sitting and working off a flat screen monitor to perform financial and economic analysis and analyze, manipulate and generate reports; ability to work effectively with managers, co-workers, contractors and other personnel; and ability to identify issues and problem solve.

Education
Requires completion of a four-year college or university, with a baccalaureate degree.

Experience
Requires five years of progressively responsible experience in the areas of planning, environmental review, or environmental law, of which at least 4 years must be in environmental review or environmental law, including management and scheduling experience.

Substitution
Experience Substitution: Advanced degrees in related fields of planning, science or law may be substituted for up to two years of experience; or an equivalent combination of training and experience.

Desirable Qualifications

•Knowledge of the principles and practices of Federal and State environmental laws, FAA regulations and advisory circulars, and their implementation.
•Ability to collect, analyze and interpret data pertaining to environmental impacts of proposed projects.
•Ability to speak effectively and deal tactfully with the general public, governmental officials, professional and technical persons and employees.
•Ability to write clear and concise technical documents.
•Ability to develop administrative procedures and budgets, and supervise the work of other employees and contract consultants.
