Through a robust pipeline, RCD is actively growing, with over 600 units currently under construction or in development. RCD strives for excellence, and we are seeking an outstanding candidate to join our team.Major Job Responsibilities and Duties: I. Responsible for researching and identifying new business opportunities for the creation or preservation of affordable housing in the RCD market areaa. Identify potential project sites through market research, multiple broker relationships, and internal and external networking activitiesb. Research and identify viable funding sources to support new project development opportunitiesc. Complete feasibility analysis for potential sites and proposed development programs, including financial, political, entitlements and programmatic analysis. d. Manage the preparation and submittal of competitive proposals in response to RFQ/RFPs for development opportunities, as they arisee. Create and foster relationships with municipalities, advocacy organizations, brokers, land and other developers, and lenders to maintain and expand RCD’s network and new project opportunitiesf. Prepare narrative and financial reports for approval by RCD Acquisitions Oversight Committee and RCD Board of Directorsg. Represent RCD and its development work at staff, Council, Supervisor, etc. meetings, as neededII. Responsible for coordinating all aspects of the acquisition of new propertiesa. Negotiate with sellers on the sales price and terms of the saleb. Research and secure acquisition and pre-development financing to move potential projects into the development pipelinec. Negotiate all contracts and financing agreements for site control and acquisitiond. Complete due diligence work and manage all related vendorse. Manage the closing process and transition of property into RCD ownership and management systemsf. Assist with community engagement work and securing entitlements, as neededIII. Responsible for direct management of one active development projecta. Oversee submission and approval of zoning applications and other required city approvals.b. Initiate and participate in community outreach and engagement work, including making presentations to community groups, Planning Commissions, Design Review Boards and City Councils, Board Committees, etc.c. Develop and manage project budgets, cash flow projections and schedules from project inception through construction completion, including the implementation of cost containment strategies and value engineering processes throughout the life of the project.d. Manage preparation and submittal of complete funding applications to secure all local, state and federal funding sources needed for project feasibility.e. Oversee identification, selection and contract negotiations with development related vendors, consultants and contractorsf. Manage design development and construction, using continuous input through the course of the project development and completion from Asset Management, Property Management and Services Departments.g. Lead in negotiations with lenders, investors, and grantors while incorporating reviews and approvals from multiple departments within the organization.h. Manage transition of completed projects from development in operationsi. Assign and oversee tasks assigned to support staff, as appropriateIV. Support portfolio repositioning strategya. Complete feasibility analysis for potential portfolio rehabilitation projects, including financial and programmatic analysisb. Facilitate asset management’s portfolio strategyV. Participate in department, RCD and other staff or industry meetings and activitiesVI. Perform other duties as required.Qualifications:Qualified applicants should have at least five years of progressive experience in affordable housing, finance, and/or real estate. The position requires a strong knowledge of affordable housing real estate development, affordable housing funding programs, real estate finance, and constructionThe applicant should have demonstrated experience and/or abilities in the following areas:• Strong organizational skills and an ability to juggle, prioritize and delegate in a fast-paced environment• Demonstrated relationship building experience, and an ability to work collaboratively with the diversity of affordable housing and real estate development stakeholders• Excellent negotiation skills and experience• Advanced experience in preparation and analysis of pro forma financial spreadsheets, cash flow projections, and other relevant financial and physical analyses of real estate• Clear and effective verbal and written communications• Ability to work with minimal supervision • An entrepreneurial mindset and an interest in exploring new product types and partnershipsEducation: Minimum: Bachelor’s degree in finance, economics, urban studies, architecture or related field, or equivalent combination of education and/or experience.Desirable: MBA, master’s degree in city planning or related fieldWork Environment: Majority of time spent in a sedentary office environment. Travel Requirements: The responsibilities of this position will require travel to off-site locations.Physical Requirements: Must be able to communicate clearly, both verbally and in writing.
