Since RCD was established in 1984, our company has developed or preserved over 65 communities that provide affordable, high-quality, and service-enriched affordable rental housing to over 2,300 low-income households throughout the Bay Area. Through a robust pipeline, RCD is actively growing, with over 600 units currently under construction or in development. Major Job Responsibilities and Duties:
The Associate Director of Housing Development (Acquisitions) (ADHD), under the direction and supervision of RCD’s Director of Housing Development (DHD), will have primary responsibility for a full range of development activities related to furthering the mission of RCD, which is to create and preserve affordable housing for people with the fewest options, to build community and enrich lives. The ADHD will be instrumental in driving the future growth of the organization, building its development pipeline and expanding its impact in the region.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

I. Responsible for researching and identifying new business opportunities for the creation or preservation of affordable housing in the RCD market area
a. Identify potential project sites through market research, multiple broker relationships, and internal and external networking activities
b. Research and identify viable funding sources to support new project development opportunities
c. Complete feasibility analysis for potential sites and/or buildings and proposed development programs, including financial, political, entitlements and programmatic analysis
d. Manage the preparation and submittal of competitive proposals in response to RFQ/RFPs for development opportunities, as they arise
e. Create and foster relationships with municipalities, advocacy organizations, brokers, land and other developers, and lenders to maintain and expand RCD’s network and new project opportunities
f. Prepare narrative and financial reports for approval by RCD Acquisitions Oversight Committee and RCD Board of Directors
g. Represent RCD and its development work at staff, Council, Supervisor, etc. meetings, as needed
h. Provide a leadership role in expanding RCD’s geographic footprint into new areas of business opportunity

II. Responsible for coordinating all aspects of the acquisition of new properties
a. Negotiate with sellers on the sales price and terms of the sale
b. Research and secure acquisition and pre-development financing to move potential projects into the development pipeline
c. Negotiate all contracts and financing agreements for site control and acquisition
d. Complete due diligence work and manage all related vendors
e. Manage the closing process and transition of property into RCD ownership and management systems
f. Manage preparation and submittal of funding applications, as needed, to for pre-development and acquisition financing

III. Responsible for leading community engagement work to ensure entitlements and community support are secured for new acquisition opportunities
a. Oversee submission and approval of zoning applications and other required city approvals
b. Lead community outreach and engagement work, including making presentations to community groups, Planning Commissions, Design Review Boards and City Councils, Board Committees, etc.

IV. Assist DHD in managing the overall direction of the Housing Development department
a. Serve as a Head of the Department in the absence of the DHD
b. Assist with strategic planning efforts within the Department and the organization as a whole
c. Assist with the development of policies and procedures to guide the work of the department, increase efficiencies and promote interdepartmental coordination.
d. Represent RCD and participate in external meetings, advocacy work, and marketing efforts to further goals for RCD’s mission

V. As assigned, provide direct supervision of staff members in the Housing Development department
a. Assist with hiring and orienting new development staff
b. Facilitate training and technical support for development staff
c. Provide direct technical support and guidance to assigned staff to ensure project and departmental goals are achieved
d. Monitor progress and evaluate performance of assigned staff
e. Make recommendations to Housing Development Director regarding promotions, discipline and remuneration

VI. Participate in department, RCD and other staff or industry meetings and activities

VII. Perform other duties as required


Qualifications:

Qualified applicants should have at least five years of progressive experience in affordable housing, finance, and/or real estate. The position requires a strong knowledge of affordable housing real estate development, affordable housing funding programs, real estate finance, and construction

The applicant should have demonstrated experience and/or abilities in the following areas:
• Strong organizational skills and an ability to juggle, prioritize and delegate in a fast-paced environment
• Demonstrated relationship building experience, and an ability to work collaboratively with the diversity of affordable housing and real estate development stakeholders
• Excellent negotiation skills and experience
• Advanced experience in preparation and analysis of pro forma financial spreadsheets, cash flow projections, and other relevant financial and physical analyses of real estate
• Clear and effective verbal and written communications
• Ability to work with minimal supervision
• An entrepreneurial mindset and an interest in exploring new product types and partnerships

Education:
Minimum: Bachelor’s degree in finance, economics, urban studies, architecture or related field, or
equivalent combination of education and/or experience.
Desirable: MBA, master’s degree in city planning or related field


Work Environment: Majority of time spent in a sedentary office environment.

Travel Requirements: The responsibilities of this position will require travel to off-site locations.
