The California Housing Partnership is a state-created nonprofit technical assistance organization that helps to preserve and expand the supply of homes affordable to low-income households in California. CHPC does this by providing financial consulting services, technical assistance, trainings, and policy research to nonprofit and government housing organizations throughout the state. About the Position

The California Housing Partnership seeks a Data & Policy Analyst to join its San Francisco headquarter office. This is an exciting opportunity to join an experienced and influential team of affordable housing policy and finance experts, and to contribute to applied research projects that have real impact on state and local housing policy in California as well as federal policy.
The California Housing Partnership’s research and policy team provides critical analysis to policymakers across the state and maintains California’s only comprehensive database of affordable rental housing. Increasingly, our team is undertaking research and policy advocacy projects that relate to affordable housing’s broader impacts on low-income people’s lives—including educational outcomes, health, earnings, and access to opportunity. The new Data & Policy Analyst will have the opportunity to contribute to a variety of projects within this team, at times working with external partners.

The Data & Policy Analyst is responsible for (i) assisting the Housing Data Manager with data collection and analysis, database building and maintenance, and GIS mapping, and (ii) assisting the Senior Policy Analyst with research and analysis projects. This person will support advocacy work in expanding the resources and improving policies in support of the production and preservation of affordable rental homes for low-income Californians. Key skills for the Data & Policy Analyst position include proficiency working with large datasets, GIS mapping, writing for a public audience, and background in affordable housing or a related field.

REQUIREMENTS

i. Demonstrated proficiency in Excel for Macintosh computers. Please provide a sample worksheet that analyzes a large dataset and create appropriate graphics.
ii. Strong writing skills. Please provide a writing sample of 4-6 pages such as a research brief or review.
iii. Demonstrated proficiency with GIS mapping software, preferably QGIS.
iv. Background or experience in affordable housing or a related field.

BASIC DUTIES AND RESPONSIBILITIES

Preservation Database
i. Assist in the maintenance and improvement of CHPC Preservation Clearinghouse and database
including acquiring, analyzing, mapping, and presenting affordable housing data and assessing risk for loss of affordability.

GIS Mapping
i. Assist in building and maintaining the organization’s internal GIS library.
ii. Assist in updating and building CHPC mapping widgets.

Policy Research and Communications
i. Research policy, data, and technical issues related to affordable housing policy. This includes but
is not limited to the collection and analysis of census, affordable housing, and related data.
ii. Assist the Housing Data Manager in developing periodic reports, white papers, case studies, and
action alerts to support CHPC’s policy agenda.
iii. Assist in the development of publications and presentations on housing preservation need and
preservation policies for funders, stakeholders, local working groups, and regional conferences.
iv. Assist the Senior Policy Analyst by contributing to both short- and long-term research projects that relate to affordable housing’s social impacts (e.g., educational outcomes, health, long-term earnings), which are intended to inform housing policy design at the State and local level. These research projects may involve working with large datasets, GIS mapping, and use of statistical software.
i. Provide research and technical support for policy initiatives of the President & CEO, the Policy Director, or other Policy team members.
ii. Other duties as assigned.
