The San José Environmental Services Department (ESD) is responsible for the management of solid waste collection and recycling; watershed protection and pollution prevention; municipal drinking water and recycled water; community sustainability initiatives, and the operation and infrastructure improvements of the San José-Santa Clara Regional Wastewater Facility. ESD’s mission is to deliver world class utility services and programs to improve our health, environment, and economy. The Environmental Services Department (ESD) is recruiting for Environmental Services Specialist (ESS) series (Assistant/Associate/ESS positions). Depending on qualifications, the application you submit may be considered for Assistant ESS, Associate ESS, or ESS positions.

The ESS series (Assistant/Associate/Environmental Services Specialist) defines a class of environmental professionals responsible for developing, implementing, and maintaining municipal environmental programs. The job specifications for the series can be found here:

Typical duties may include but are not limited to: negotiating contract terms; coordinating and monitoring the work of independent contractors; developing and maintaining databases for departmental information; analyzing and interpreting statistical, economic, and highly technical data; analyzing problems and identifying solutions; preparing presentations and written reports; planning, coordinating, and staffing environmental outreach events; facilitating community events and meetings; preparing and monitoring project budgets; developing and evaluating program goals and policies; preparing public education material regarding environmental services information; assisting the general public with respect to environmental compliance issues and using City provided environmental services; implementing environmental health and safety programs; serving as a liaison to outside agencies and regulatory bodies; grand development and oversight, and performing field inspections.

Minimum Qualifications

1. Education: A Bachelor's degree from an accredited college or university.

2. Experience:

ASSISTANT ESS - One (1) year of experience promoting and participating in the implementation of environmental services programs. Specific positions may require designated course work and/or training depending on the duty assignments.
ASSOCIATE ESS - Two (2) years of increasingly responsible experience in promoting, developing and implementing environmental services programs similar to an Assistant ESS with the City of San José.
ESS - Four (4) years of increasingly responsible experience promoting, developing and implementing environmental services programs similar to duties performed as an Associate ESS with the City of San José, including two (2) years of team leading responsibility.

Selection Process

The selection process will consist of an evaluation of the applicant's training and experience based on the application and responses to the Job Specific Questions. Only the candidates whose backgrounds best match the position will be invited to proceed in the selection process. Additional phases of the selection process will consist of one or more interviews, one of which may include a practical/writing exercise.
