DESCRIPTION
This is an Assistant/Associate level position under the direction of a Principal Planner. This position will support MTC's development, maintenance, and application of a spatially-explicit urban economic model. The model will be used with other analytical tools to support transportation and land use planning activities.


SKILLS AND ABILITIES
The ideal candidate should take great pride in being a civil servant and will have expertise in the following areas:

Manipulating and analyzing large datasets
Geographic Information Systems (GIS) software, such as ESRI products
Understanding of land use planning, preferably in the California context
Strong econometric or data science skills
Ability to cogently and compellingly communicate highly technical information to a lay audience
Ability to creatively solve problems, take personal initiative, work efficiently within a team, and quickly respond to changes in priorities.


MINIMUM QUALIFICATIONS
Education: Completion of a bachelor's degree from an accredited college or university, in a discipline such as urban planning, computer science, statistics, or engineering. A Master's degree is preferred. (Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with the application.)

Experience: At least one year working on quantitative spatial or policy analysis is required. Experience with statistical software, SQL, or a programming language is also required.

Preference will be given to applicants with the additional experience or knowledge listed below:

At least one year working with a spatially-explicit economic model such as UrbanSim or PECAS
An understanding of urban economics as it relates to urban change and land development


ESSENTIAL DUTIES AND RESPONSIBILITIES
Under direction of the Principal Planner, the Analyst, Land Use Models, will be responsible for all aspects of MTC's land use modeling efforts. This includes development, maintenance, and application activities.

Specific Assignments and Responsibilities include:

Procuring and managing consultants engaged in model development, maintenance, and application activities
Acquiring, cleaning, and analyzing all manner of datasets related to land development
Improving, maintaining, and applying land use models
Explaining model theory and application approach to lay audiences
Building and maintaining model interfaces for internal and external users
Contributing to travel modeling activities
