THE POSITION:
To review the work of staff responsible for performing the City planning function including current or comprehensive planning projects and special studies; to oversee and participate in all work activities; and to perform a variety of technical tasks relative to assigned area of responsibility.
The City of East Palo Alto has several major current and advance planning objectives in the near/medium future.
Current Planning: 1.4 million sqft office development on a former Brownfield; 200,000 sqft office development along the University Ave. corridor; a 500 student private school for East Palo Alto students with proposed wrap around services; and a 20,000 sqft community arts center.
Advance Planning: Updating the Bicycle Plan Update; creating a Parks Master Plan; adding an Environmental Justice Element to the General Plan; and preparing a comprehensive multimodal transportation and mobility study (with Engineering Division)

THE IDEAL CANDIDATE:
This job reports directly to the Planning Division Manager. Functional leadership will be provided on a project by project basis by Planning Division Manager, Engineering Staff, or other staff as designated. Under general direction, plans, assigns and directs the work of staff within the division; supervises professional, technical and clerical staff in the accomplishment of their work; performs professional level planning work, coordinates the work of the division with other divisions within the City, other departments, agencies and boards. May act as Division Manager in the absence of the Division Manager.
MINIMUM REQUIREMENTS:
Education: Bachelor’s Degree from an accredited college or university with a major in City/Urban Planning, Architecture, Public Administration, or a related field.
Experience: Six (6) years increasingly responsible municipal planning experience.
Licenses and/or Certifications: Valid California Class C Driver’s License or higher and a good driving record.
DESIRED QUALIFICATIONS
Master’s Degree from an accredited college/university in City Planning, Architecture, Public Administration. Experience with environmental review of capital projects, working with diverse communities, balancing competing interests, financial analysis of projects.
