Major Job Responsibilities and Duties: The Project Manager I, under the direction and supervision of RCD’s Director of Housing Development, will have primary responsibility for a full range of development activities relating to affordable multifamily housing development projects.

Responsible for researching and securing funding sources to support feasibility, pre-development, construction and permanent loan phases of development.
a. Research and identify viable funding sources to support project development and completion
b. Oversee preparation and submittal of complete funding applications
c. With support from Senior Housing Development staff, assign and oversee tasks assigned to support staff, as appropriate
d. Organize and assemble reports, attachments, graphics, budgets, narratives, letters, certifications, and other documentation needed
e. Represent RCD and its development work at funder, council and other meetings, as needed
f. Assist with management of RFPs, selection and negotiations related to lender and equity investments
g. With support from Senior Housing Development staff, negotiate terms with lenders and investor, as appropriate

II. Responsible for assisting Senior Housing Development staff in securing entitlements for new projects in the RCD pipeline
a. Research zoning and entitlements requirements and procedures
b. Assist with submissions and approvals of zoning applications and other required city approvals.
c. Participate in community outreach and engagement work, including making presentations to community groups, Planning Commissions, Design Review Boards and City Councils, Board Committees, etc.

III. Responsible for procuring, contracting with, and managing a variety of development related vendors, consultants, and contractors.
a. Oversee identification, selection and contract negotiations with development related vendors, consultants and contractors
b. With support from Senior Housing Development staff, manage the design development process, using continuous input through the course of the project development and completion, Asset Management, Property Management and Services Departments.
c. With support from Senior Housing Development staff, coordinate and oversee work of development team to maintain budget, quality and schedule.
d. Monitor construction work, assure high quality work and meet project schedules.

IV. With support from Senior Housing Development staff, responsible for developing and maintaining multiple budgets and financial pro forma throughout the development process.
a. Conduct feasibility analysis of new and existing properties.
b. Develop and manage project budgets, cash flow projections and schedules from project inception through construction completion, including the implementation of cost containment strategies and value engineering processes throughout.

V. Manage transition of completed projects from development to operations
a. Oversee scheduling and coordination of marketing and lease up of properties
b. Ensure successful close out of funding and investor requirements
c. Manage complete packaging and transfer of project documents, agreements, and terms to Asset Management and Services teams.
d. Assist with management and resolution of construction warranty claims through year 1

VI. Participate in department, RCD and other staff or industry meetings and activities

VII. Perform other duties as required.

Qualifications: Qualified applicants should have at least 2 years of progressive experience in affordable housing, finance, and/or real estate. The position requires a strong knowledge of affordable housing real estate development, affordable housing funding programs, real estate finance, and construction

The applicant should have demonstrated experience and/or abilities in the following areas:
• Strong organizational skills and an ability to juggle, prioritize and delegate in a fast-paced environment
• Demonstrated relationship building experience, and an ability to work collaboratively with the diversity of affordable housing and real estate development stakeholders
• Strong negotiation skills and experience
• Knowledge of financial spreadsheets, cash flow projections, and other relevant financial and physical analyses of real estate
• Clear and effective verbal and written communications
• Ability to work with minimal supervision
• An entrepreneurial mindset and an interest in exploring new product types and partnerships


Education
Minimum: Bachelor’s degree in finance, economics, urban studies, architecture or related field, or
equivalent combination of education and/or experience.
Desirable: MBA, master’s degree in city planning or related field

Work Environment: Majority of time spent in a sedentary office environment.

Travel Requirements: The responsibilities of this position will require travel to off-site locations.
