POSITION TITLE: Business Development Manager, San Jose Downtown Association

POSITION DESCRIPTION: The Property-Based Improvement District (PBID) and San Jose Downtown Association (SJDA) have a program to retain and grow the business base in Downtown San Jose. The program is specifically designed to keep and attract jobs, investment and new businesses to Downtown San Jose in partnership with the City of San Jose Office of Economic Development (OED).

The Business Development Manager is a full-time, exempt position and is supervised by and reports to the Director of Policy and Operations.

GOALS:
• Be an example of a process advocate both to clients and within the City of San Jose that improves outcomes for locating or expanding a business in downtown.
• Retain, grow and recruit retail and other small businesses and enhance the overall business environment within downtown San Jose.
• Work in tandem with the City’s Small Business Ally on permitting assistance with projects in downtown San Jose.
• Improve the perception of doing business in San Jose by providing customer service, technical assistance and expediting services for projects in downtown San Jose.

GENERAL RESPONSIBILITIES AND DUTIES:
• Work as a process advocate with potential businesses on location assistance and permitting requirements.
• Provide permitting knowledge and assistance throughout process to businesses and landlords.
• Partner with City’s Small Business Ally throughout process from pre-lease through inspections.
• Liaison to the City’s Planning, Building and Code Enforcement Dept. on downtown San Jose projects.
• Point of contact to resolve conflicts and drive technical decisions to keep projects on schedule.
• Build individual landlord, business and broker relationships and educate them on the downtown via site tours, powerpoint “roadshow” presentations, etc.
• Help downtown San Jose fortify its market position and respond to competitive pressures by providing information tailored to the needs of specific prospects.
• Document permitting experiences throughout process to improve streamlining and increase customer satisfaction.
• Establish and maintain a benchmarking system of key downtown indicators for business development.
• Track vacant/available space for potential businesses via an established downtown map.
• Collaborate with an expert team of City of San Jose employees that is ready to guide projects through the city process and provide unequaled customer service.
• Mobilize local resources and leaders to seek new businesses to locate and grow within downtown.
• Work closely with the city’s Office of Economic Development personnel to retain and recruit businesses in downtown San Jose and ensure the narrative of downtown San Jose is communicated in a dynamic and effective manner.
• Staff liaison to the Downtown Design Committee whose primary functions are to recognize design excellence through the annual Golden Nail awards and provide design feedback for downtown development proposals.
• Additional duties as the position evolves.





QUALIFICATIONS:
• BA/BS degree and a minimum of five years professional experience in economic development, planning, business permitting, real estate, architecture or business management.
• Strong interpersonal communications skills.
• Knowledge of principles and practices of development services in a city government organization. Specific knowledge and past experience with City of San Jose a plus.
• Demonstrated passion, affinity and/or commitment to downtown San Jose.
• Proficient in market research, business writing and data management.
• Demonstrate experience in program implementation and administration.
• Ability to develop methods, techniques and the evaluation criteria necessary for obtaining results.
• Demonstrate proven integrity and sound judgment.
• Computer proficient with emphasis on Adobe Creative Suite and InDesign.

SALARY: $80-95,000 annual; competitive benefit package
