The Enterprise Northern CA office is seeking a Senior Program Director to lead our statewide technical assistance (TA) practice designed to convene cross-sector partners with a goal of implementing plans for sustainable and healthy communities connected to opportunity. S/he leverages Enterprise’s tools, policy expertise, technical skills and organizational strategies to support the design, financing and implementation of capital projects that meaningfully integrate quality housing, public transportation and urban greening. In particular, a focus of the work will be to collaborate with public and private sector partners to achieve the environmental and community-benefit goals of California’s Cap and Trade programs via the Affordable Housing Sustainable Communities (AHSC) Program. Additionally, it is expected that complementary work will emerge to implement neighborhood-scale community plans. In coordination with staff, the Program Director will manage Enterprise’s delivery of technical assistance to affordable housing developers, community-based organizations and public agencies in California with an emphasis in Northern California.

The Senior Program Director must be a skilled leader, communicator and writer, who is action-oriented and able to quickly problem solve. Given Enterprise’s diverse client base and the nuances of Cap and Trade programs, the Senior Program Director we seek is highly organized, detail-oriented, tech-savvy and eager to utilize innovative methods to implement Enterprise’s AHSC practices. Much of the technical assistance is fee-based so the director will be in charge of making sure the program is generating fees and business planning. S/he will manage one to four direct reports and/or part-time consultants/interns, and lead Enterprise’s statewide AHSC team. The Senior Program Director will also collaborate with Enterprise’s staff from our national office on ongoing projects to replicate California’s best practices, and improve data systems and mapping tools.

Job Responsibilities:
Lead statewide implementation of Enterprise’s AHSC TA Practice and team training.
Manage Northern CA office’s AHSC TA delivery, and oversee staff responsible for supporting our partners in Southern and Central California.
Build industry capacity to implement high-impact projects through coordination with internal and external partners on publications, conferences, resource development and trainings
Expertly manage core the activities of our AHSC Practice, including: year-round AHSC TA and thought leadership; host trainings and recurring strategy meetings; AHSC TA Program and tool promotion; collaboration with state agencies on guidelines and policy; coordinating cross-sector applicant teams; addressing financing gaps; ensuring equity principles and strategies are included in projects; and scaling up use of Enterprise’s proprietary Capital PRO Match tool.
Direct business planning and projection and monitoring of fee generating work.
Collaborate with Enterprise Policy Director and partner organizations to influence affordable housing and transportation infrastructure policies and protocols at local, regional and statewide scales.
Conduct annual impact assessments of our AHSC TA program to identify areas for improvement and growth.
Participate in the development of programmatic workplans, budgets and fundraising.
Support achievement and professional development of direct reports.

Qualifications:
Undergraduate degree and eight (8) years of related work experience in consulting, planning, policy, and housing development, including if applicable, time obtaining a Masters degree in city planning, public policy or administration, environmental studies, transportation planning or other related field
Superior organization skills.
Extensive expertise in relationship building and project management.
Commitment to affordable housing, social equity and improving access to opportunity
Demonstrated knowledge in the areas of housing, environmental sustainability, green building standards and/or energy efficiency in relation to community development desired.
Expertise in one or more of the following areas: training and technical assistance; program design and delivery; grants management; transit-oriented development; professional writing
Experience with and knowledge of nonprofit program management, project development, or implementation of community development programs.
Strong presentation, negotiation and interpersonal skills.
Excellent computer skills required; Salesforce and social media experience preferred (though basic training will be provided).

Other Requirements:
Travel: Moderate travel (approximately 15%) outside the Bay Area to other California destinations is required, in addition to 1-2 trips per year outside of California.
