Under the general direction of the Director of Housing Development, the Associate Director of Housing Development (ADHD) performs a wide variety of tasks including supervising junior development staff, overseeing select development projects, directly managing advanced housing development projects, initiating new development projects, and assisting the Director as needed, particularly with internal operations. This position requires the skills of an advanced Senior Project Manager, advanced personnel supervision skills, and the ability to act as the director of the department.

KEY RESPONSIBILITIES

1. Assists the Director of Housing Development in formulating and coordinating development policy, goals and budgets with approval of the Executive Director and Housing Development Committee and input from Department staff.
2. Meets with and reports to the Director of Housing Development and, upon request, the Executive Director, the Housing Development Committee and the Board of Directors to review development activities and general housing issues.
3. Supervises assigned junior development staff which includes Fixed-Duration Project Assistant (Intern), Project Administrator, Assistant Project Manager, Associate Project Manager, and Project Manager I and II. Defines, reviews and monitors performance expectations of assigned development staff; makes recommendations to the Housing Director regarding promotion and remuneration for development staff.
4. Oversees selected development projects. In relation to those projects: oversees all acquisition, financing, design and construction activities of project management staff and development teams. Oversees all elements of project financing. Reviews development-related payment requests, budgets and accounting reports, requests for proposals, and contracts. Monitors project funds; forecasts cash flows; oversees audits.
5. Directly manages advanced development projects and performs all related project management tasks as assigned. Procures construction and permanent financing. Organizes closings. Solicits and coordinates the work of project consultants. Obtains construction, architectural and other project approvals from planning and building departments and other regulatory agencies. Prepares periodic project activity reports. Prepares and monitors development and construction budgets and project schedules. Prepares and implements relocation plans. Coordinates bid and qualifications processes to select construction-related consultants. Prepares and negotiates contracts and monitors compliance. Oversees the construction process to assure compliance with plans and specifications.
6. Initiates and evaluates new development opportunities. Together, with Director and subordinate development staff: evaluates potential sites to determine feasibility, negotiates purchase agreements, and secures financing for new projects.
7. Performs outreach duties and public relations work as needed; attends neighborhood and community meetings; acts as liaison between TNDC, its consultants, vendors, partners and the community. Participates in City / County policy planning and advocacy efforts.
8. Prepares or supervises preparation of CDBG, NeighborWorks, and other organizational funding applications and completes routine reporting requirements.
9. At discretion of the Housing Director, prepares monthly Housing Development reports, including narrative Board reports, developer fee projections and risk rating reports.
10. Assumes the responsibilities of the Director of Housing Development in the latter’s absence.
11. Performs others tasks as may be assigned by the Director.


REQUIRED SKILLS

• High degree of initiative and independence.
• The aptitude to supervise staff, particularly to mentor.
• Sophisticated understanding of construction management processes.
• An in-depth technical aptitude for structuring complex private and public debt financing and equity for affordable housing development projects.
• Substantial experience with and knowledge of design issues and construction materials and methods.
• The capacity to exercise considerable independent judgment over typical acquisition, financing, construction and design issues.
• Well-developed analytical and negotiation skills.
• Well-development oral, written and public speaking skills.
• Ability to work with and lead a wide variety of individuals and groups.
• Capacity to work productively under pressure.
• The capacity to assess and communicate financial, risk and related high level project information.

MINIMUM QUALIFICATIONS

• Bachelor’s degree and 4 years experience, including developing two projects financed with low income housing tax credits or tax-exempt bonds.

A master’s degree in city planning, architecture, business or a related field can be substituted for one year of experience.

PREFERRED QUALIFICATIONS

• Bachelor’s degree and 5 years experience, including developing four projects financed with low income housing tax credits or tax-exempt bonds.

A master’s degree in city planning, architecture, business or a related field can be substituted for one year of experience.
