The City of Oakland is currently recruiting to fill several Planner IV vacancies within the Planning and Building Department. This offers an exciting opportunity to participate in shaping the future of Oakland. The ideal candidates are highly motivated professionals with the ability to work effectively with City staff, appointed and elected officials and public stakeholders. Under direction in the Planning and Building Department, plans, supervises, coordinates and participates in complex planning and zoning services; represents the Department at the City Planning Commission and public agencies; drafts ordinances and resolutions; makes presentations to various groups; trains, evaluates and supervises assigned staff; and performs related duties as assigned. Responsibilities include developing and implementing unit goals, objectives, policies and priorities; processing planning permits, environmental review applications, subdivision modifications (parcel maps, tract maps, and parcel map waivers) and plan check modifications/additions/alterations to structures; rending decisions on minor zoning and subdivision applications; monitoring the preparation of environmental impact studies; securing and analyzing Environmental Impact Reports; making determinations of environmental impact of projects; establishing work programs for assigned staff; outlining technical approaches and methodology; and writing and editing reports, agendas and minutes for the City Planning Commission. Will also provide meeting support services to the Commission; coordinate and assist in the preparation of long-range plans with City departments and public agencies; act as technical advisor within a field of specialization to City staff, public agencies and members of the public; and handle complaints and answer questions from the public regarding planning and zoning.

Minimum requirements include a Bachelor's degree from an accredited college or university in planning, architecture, landscape architecture, urban studies, geography or a related field and five years of progressively responsible urban planning experience including experience providing lead direction. A Master's degree from an accredited college or university in city or urban planning may be substituted for one year of experience. Must have knowledge of theories, concepts, and principles of urban planning, urban design and land use; federal, state and local laws, regulations and codes governing planning and zoning; and research and statistical methodology. Requires the ability to plan, organize, direct and evaluate complex planning projects; interpret federal and state regulations pertaining to city planning and land use; handle stressful and sensitive situations with tact and diplomacy; and coordinate functions and activities between departments and outside agencies. Additionally, should have good computer, public speaking, public contact, supervisory, verbal/written communication, report generation and interpersonal skills.
